In recent years,our county has continuously deepen the reform of the cadreand personnel system. The competitive selection approach is one of the focalpoints of the reform. The ultimate purpose of the selecting and appointingleading cadres is to promote high quality talented person who have abilities andmorals to leading positions,and thus they could lead members to completevarious sorts of work better, improve organizational performance. Theevaluation is a foundation of the selecting and appointing leading cadres. So ithas positive and realistic significance to study the relationship betweenevaluation of leading cadres and leadership performance. On the other hand,leading members is an important part of leader's job. And leadershipperformance is an important manifestation of leader's overall level. This papermainly studies the relationship between evaluation of leading cadres andleadership performance,and the mediator of leadership-members exchangebetween evaluation of leading cadres and leadership performance. It has acertain theoretical significance.Through the summary and analysis of related theoretical study,based onTrait theories of leadership and Leadership-members exchange theory,constructs a proposed research model which including evaluation of leadingcadres,leadership-members exchange,leadership performance and selectingpatterns four factors. The measurement indexes include followers' jobperformance, job satisfaction, leadership satisfaction and organizationalcommitment. Through the empirical study,most of the hypothesis are verified.Results obtained from this study are as follows:⑴The evaluation of leading cadres is positively related toleadership-members exchange, and it has positive effect on leadershipperformance.⑵Leadership-members exchange has positive effect on leadershipperformance. It has the most important influence on leadership satisfaction,and then job satisfaction is the next. And leadership-members exchange mediatespartially the relation between evaluation of leading cadres and leadershipperformance.⑶With the different selecting patterns,the leadership performance issignificantly different.
