Study On The Problems And Countermeasures Of Safety Supervision Mechanism Of China’s Liquid Milk Products

Liquid dairy product (LDP), as one of the indispensable food in our daily life, has must to be drawn much attention on its safety issue, which is also the global problem.The following conclusions can be drawn from the above research:There are LDP quality safety issues in China, which is mainly for:1.There are many reasons on the LDPS, such as the decentralized production, long dairy supply chain, strict control of the supply chain, lacking of regulatory resources, limited detection technology and costs, lacking of the integrity of the producers in some companies, etc., which cause many quality problems in LDP and even worsen the LDPS.②The government’s regulatory for LDPS is oversight, with the inadequate regulatory measures and imperfect regulatory standards.2.Establishing and improving the dairy safety supervision system, which should include:①An institution, mainly in charge of the dairy safety supervision inspection, can be overall controlled and jointly coordinated by the legislature, the law enforcements and the judiciary agencies, can be founded.②The dairy production and processing enterprises establish the safety control system according to the relevant national regulations and consciously strengthen the dairy safety.③The association better normative and guide the industry and positively play the role of link and bridge among enterprises, government and consumers.3.Improve dairy safety regulations and industry standards:①strengthen the laws and regulations about scientific management of dairy cows, ratio of provender, types and quantities of additives, prevention of epidemic and disease, production and consumption of food and so on.②Formulation and revision the standards of dairy cow feeding, dairy products processing technology and quality testing standards, etc. Improve the authentication mechanism of dairy companies and dairy products. All aspects and steps involved in the dairy products quality safety should be monitored, accompanied by the improvement of laws and regulations of dairy products quality safety, as to legalize and standardize each step of the entire dairy supply chain. The whole process of the dairy products from raw feeds to consumption is to be monitored and not be ignored, from the subtle to the macroscopic aspects. The cows feeding, raw milk collection, factory production, packaging, storage, transportation, sale and consumption process should be strictly controlled in order to improve the quality of dairy products. The strict control of all steps of the dairy products depends not only on the standard improvement and the level of implementation, but also on the legal system maintenance and technological application. Therefore, it is has to develop the international standards,use the advanced high-tech control techniques and regulate the products safety quality within an effective legal framework as to fulfill the safety of dairy products.The research showed that many factors such as government, farmers, industry associations, producers and consumers involves in the dairy products development in China. Every steps of the liquid dairy product impacts the quality safety of LDP. Thus, the regulatory of the quality safety of LDP should be a whole process one. It is a common responsibility of the whole society for the perfection of the quality safety of LDP system.Finally, some advices on the regulatory system of LDP quality safety are summarized.①the actively exploring of the new model of regulatory system of LDP quality safety;②the rectification of legal system;③the improvement of safety regulatory standards;④the strengthen of the dairy service system;⑤the implementation of strict entrance policy into the dairy industry;⑥the improving of the systems of safety traceability and product recall;⑦the establishment of early safety warning mechanism and the intensification propaganda.
