Reach On Social Security System Of Landless Peasants

The social security system of landless peasants is a unique social security system,which is established for the large-scale landless peasants in the process of urbanization in China.Due to the increasing number of landless peasants,it has become an important part of the social security system in our country,also playing a complementary role in promoting the integration of urban and rural areas,accelerating the process of building harmonious society as well.However,the current social security system for landless PEASANTS in various parts of China mainly focuses on old-age security,and generally lacks supporting security systems in medical care,employment and other aspects.This paper select city of Rui'an in Zhejiang Province as research object,focusing on the dilemma faced by grass-roots cities in the operation of the social security system of landless peasants.As lacking of practical experience and upper-level coordination,the development of Land-expropriated peasants' social security system is still staying in a stage of continuous improvement and active exploration of sustainable development.Through studying the development of this special system in Rui'an and analyzing the problems during fund operation,this paper tries to summarize the causes of these problems,and put forward to corresponding measures,trying to provide effective suggestions for many grass-roots cities like Rui'an.Firstly,this paper combines the relevant domestic and foreign research on the social security system of landless peasants,and summarizes the practical experience and research results at home and abroad.According to the relevant theory of management,this paper also explores theoretical evidence for developing the social security system of landless peasants.By using quantitative and qualitative analysis methods,this paper systematically analyses the relevant data in the city of Rui'an,and summarizes the current operation status.The research has found few fundamental problems: the system design lack of experience in and existing security is at a low level;the improvement and renewal of the system is slow,and the sustainable development meets the bottleneck;“system spirit” is not execute enough in implementing and shorted in risk internal controlling.Based on management theories,this paper concludes few sources of current problem,and presents some promoting measures and innovative directions for further development of the social security system of landless peasants in our country,such as other social security system construction,system designing,account settings from the practical and operational point of view.Firstly,accelerate the process of applying overall planning as soon as posible,give full play to the leading role of the government,and strengthen the allocation role of the central finance.Secondly,expanding financing channels and establishing a multi-level contribution model,designing a mechanism dynamic of pension replacement rates,perfecting other treatment besides pension,improving medical security and unemployment security.Thirdly,improving the land expropriation compensation mechanism,applying the verification method of "the ratio of villagers to land" in order to establish a classified multi-level security model for Landless peasants.Finally,establish a fund management model that combines pooling account and individual accounts.
