Research On The Industrial Development Of Open Economic Zone Along The Port Of The Yibin City

The open economic and technological zone along the poet of the Yinbin city (hereinafter referred to as the "Lingang development zone") is the only one of yibin city and even all the south of Sichuan to be named as "lingang economic and technological zone". It is approved by the government of sichuan province in2010and has built the largest international river port in Sichuan. Sometimes, it is approved by the state council as a state-level economic and technological development zone on January in2013. As a new start of the Yibin municipal party committee and municipal government to develop economy, Yibin municipal committee put forward the new direction and new requirements for Lingang development zone in6th plenary session of the forthteen central committee, which as"First, stick to use international vision, the innovational concept and scientific mode to build Lingang industrial zone and try our best to develop the Lingang industrial park to make it become a ecological leisure tourist area or a new town. Moreover, make Lingang development zone to be the open city’s core growth pole and the development zone which is the most potential, the most dynamic and modernized in Sichuan." For this ambitious goal, Lingang development zone must be make a change of the general idea, strategic positioning and the strategic target in future, especially the industrinal planning and development.Through the detailed analysis of the present situation, opportunity and challenge of the Linggang development zone and it strategic goals for the future development, the research put forward the view on the new development direction, the basic principles, strategic positioning, development goals, leading industry, space layout and the related guarantee measures. Of course, the reseach is used the experience of industrinal development of foreign port city and the advantage of the domestic port industrial develop and the resource of the Linggang development zone. Meanwhile, the reseach object is the the secondary industry and tertiary industry in the Linggang development zone. Besides, the research suggested the outstanding, clear, competitive and modern industrial system for the Chengyu economic zone and the world to make the Linggang development zone to be the trade center in the upper Yangtze river region and the new heavy industrial base and the new material industrial base in Sichuan. Finally, we hope this research can help the Linggang development zone to be the important intdustrial assemble region Chengyu economic zone, the significant base for the western intdustrial transformation and the major engine of the South Sichuan economic development.
