Since the State Council promulgated the railway reform program of separating government functions from enterprise management of China Railway Company in March2013, it changed into a large-scale state-owned profitable transportation enterprise which is autonomous implementation, self-financing, independent accounting, and legally establishedenterprise. In the same time, China railway enterprises are facing the difficult situation ofhuge debts and expanding losses of public transport. Suchproblemsexist in the development of the enterprises, so the enterprises are facing the huge pressure of changing railway development mode, adjusting and optimizing the structure, improving service quality and economic efficiency. On the basis of the system reform, it is very emergency and necessary for railway companies to implement modern management system and converse economic management mechanism. Therefore, this paper tried to discuss the theory of wages-economic efficiency linking mechanism of three levels of China general railway company, railway bureau, railway transportation stations from the view of establishing and improving railway transport enterprises’total amount of the wage and its wages-economic efficiency linking mechanism, so to stimulate the enthusiasm of the cadres and workers, ensure their safety,promote production, and achievethe synchronous growthof economic efficiency, productivity and wages. Analysis of the three levels policy about interrelation between wages and economy efficiencyof China general railway company, railway bureau, railway transportation stations and non-transportation department,seek for a wages-economic efficiency linking mechanism which is policy-coherent,consistent, unanimous, effective and suitable for Kunming Railway Bureau to speed the change of management functions, perfect business mechanism, promote the labor productivity and transportation productivity of Kunming Railway Bureauto realize the aim of reforming and developing early.Through research and analysis, this paper study thewages-economic efficiency linking mechanism of railway transport enterprises from the following aspects:First,summed up the situation of thewages-economic efficiency linking mechanism of the railway transport enterprises, analyzed the achievements and problems of the railway enterprises in the process of performance-linked, especially in-depth and detailed analyzed the wage system, labor, payroll management, wages-economic efficiency linking mechanism etc., proposed the necessary of amendmentthe present wages-economic efficiency linking mechanism.Secondly,from the four point of transport operation, security management, cost management, and work efficiency of Kunming Bureau, comprehensively analyzed and elaborated the indexes of wages-economic efficiency linking mechanism and its basis, the define of linking and assessment point, the setting of management authority and management processes etc., designed the five major categories of assessment index system, clarified the relationship between assessment and performance-linking of Kunming Railway Bureau. Meanwhile, studied the establishment of performance-linking in auxiliary production units, non-transport enterprises and construction management unit。Thirdly,from the four levels of the Railway Company, Railway Bureau, grassroots management unitand workshop team, analyzed the corresponding distribution relationships and mechanisms characteristics, studied the operational level issues of performance-linked mechanism, proposed the ideas and suggestions about payroll management, distribution relationships and performance appraisal management。Fourthly,this paper proposed some suggestions to improve wages policy environment, solve the basis-checking problem, instruct wage assorting, and pursue performance management, toestablish a scientific and efficient rail transport enterprise wages-economy efficiency linking mechanism,...
