Research On Performance Evaluation Of Small-scale Farmland Water Reservoirs Project Based On CVM Illustrated By Case Of Chen Jiangdu Reservoir Reinforcement Project

The construction for the small-scale farmland water reservoirs is an important part of rural water conservancy construction in our country. Recently, the government pays more and more attention to the small-scale farmland water reservoirs construction and the number of special fund for construction increases every year. But how to standardize performance evaluation system of the small-scale water farmland water project, improve the use efficiency of construction funds should pay great attention to. Based on the qualitative analysis and quantitative analysis, normative research method and empirical analysis method, this paper has researched the performance evaluation system of the small-scale water farmland water project based on the CVM to establish a scientific evaluation system of small-scale water farmland water project performance, to explore solutions to improve performance evaluation level.Firstly, this paper introduced the research trend about performance evaluation and CVM both in and out of country. Secondly, the definition and theoretical basis of performance evaluation and the small-scale farmland water reservoirs, Cost Benefit Analysis (CBA) and the Contingent Valuation Method (CVM) were introduced. Then,it designed the questionnaire of the Chen Jiang Du Reservoir Reinforcement Project and evaluated the performance of this project through questionnaire survey, statistics and financial index analysis, and it got4.1years of PP and27.2%of IRR,the project payback period is short, high profit ability, realized the high efficiency. And then, this paper discussed the advantages and disadvantages of CBA and CVM in performance evaluation of the small-scale farmland water reservoirs.Though there are some defects of CBA,CBA evaluation process is simple, the results directly, is an ideal method for performance evaluation. CVM can fully estimate project benefit and is simple, but assumption is difficult to understand and lack measurement standard hypothesis. At last, suggestions were proposed.Based on the present situation of performance evaluation about small-scale farmland water reservoirs project and foreign experience, CVM was used to estimate all benefits in the process of performance evaluation in the Chen Jiang du Reinforcement Project, and then through the Cost-Benefit Analysis, initially constructed the evaluation system of small-scale farmland water reservoirs project performance based on CVM, provided reference for construction of performance evaluation system on the small-scale farmland water reservoirs project.
