The Study Of Reform In The Management Of Public Water Resources Engineering In Western Region Of China

The water resource is the important foundation of the national economy and social development.Water resource engineering is the important material foundation for resisting flood and drought,including the guarantee of water resources supply and improving the water environment.The water resources of west region is the extreme important in the progress of the society economy and development because of the particular natural geography condition in the west region.The water conservancy have become the important restricting factor in the development of economy and the improvement of the ecosystem environment in the west region.lt has prominent strategic position to expedite water conservancy of west region in the development of the west region.Also,with the the deeply change of the socialism's market economy system reform and the development of society economy,the actual management mode of water resource engineering in the west region has not already adapted with the demand of the new situation.lt has many questions such as the dissatisfied engineering management,the danger engineering and missing budgetNot only they affect the safe movement of the water engineering,but also they bring out the tremendous danger to the stable growth of the national economy and the safety of demos life and property.If the various abuse of existing water-pipe system will not be resolved as soon as possible radically,large numbers of new water conservancy facilities which have been plunged into huge sum by the nation will face the same danger in recent years.This thesis developed under this background.By discussing public water resource engineering system in inner Mongolia,this study analysed some existing problems about western public water resource engineering system,including the existence reasons of these problems and its effects. According to the economics, management and public economics and so on,the economic characteristic of the water conservancy property and water engineering were respectively discussed by carrying through the classification in the property and engineering.The management system about city public utilities in the western country were studied by compared with other public industry management system,including the issue about the free of the our country city park. It was also investigated which is the management systems about city greenly and highway protected in our country as well as the speedway about the western country. In the aspects of practising licence management, the management mode of the special juridical person and the service maintaining,they are beneficial to the reform of water conservancy engineering management system in our west region.This study discussed the contents of the water conservancy management and the present conditions of water conservancy management in our country.Analyzing the existent problems about the publicwater conservancy engineering management system,the reasons and its effects,the reform of engineering management system is imperative under the situation.Put forward the whole reform speculation of public water conservancy engineering management system.Also the thesis studied and put forward respectively to suppose about water resource engineering management systems reform including simple public management system and the non-public management system.
