At present,with the increasing market competition and the improvement of market economy system,state-owned enterprises are facing the problem of how to survive in the fierce market. It’s necessary to reform on state-owned enterprises and establish modern corporate system,especially change organizational structure and innovate management mode. The state grid corporation of China puts forward the strategy of transforming the mode of develepment. The corporation should optimize business processes,compress layers of management, shorten the management chain and greatly improve the level of management and operational effciency.For historical reasons, large and medium-sized state-owned enterprises have a complex structure which has caused serious consequences,such as inefficiency,communication difficulty,increasing cost,poor strain capacity and so on. In this case,if the state-owned enterprises want to take a deep reform,they must change the organizational structure, compress layers of management and actively carry out flat-type management mode. However, that will make corporation management more difficult. In the process of flattening reform,corporation internal contradictions will sharpen if it fails to improve the employee’s quality and build corporation culture. These factors will lead to various social problems,such as inefficiency,uncooperativeness and disfluency. Based on the advanced planning for the future development of corporation and other large corporation’s successful experience,the state grid corporation of China decides to change the organizational structure and create flattening management mode gradually. They are striving for the realization of modern international corporation.With the accelerated pace of the world economic integration,the traditional hierarchical management mode has to decline and the call of the separation of powers has become increasingly higher. Flat-type management mode has become the necessary way of changing corporation internal organization. In this paper,we take the new round of organizational structure reform and flat-type management in state grid corporation of China as examples in order to analyze how to implement flat-type management in large and medium-sized state-owned enterprises. By analyzing the measures and the problems of flat change,this paper has studied how to make state-owned enterprises remain the strong competitive power. In addition to these,it also puts an emphasis on finding and solving problems in all aspects.
