Under the continuous deepening influence of the economic reform, domesticcommercial banks have made rapid progress. Not only the number of the bank outletsincreased significantly, the form of banking service also changed a lot, bankingservice market has gradually transformed from Seller’s market to Buyer’s market. Inthe fierce competition of commercial banking, to maximize business profits,commercial banks must follow a market-oriented approach to perform the bank outletsmanagement based on full market information. Domestic large commercial banks arealmost divided administratively, and joint-stock commercial banks have the imbalanceof rights and duties between head office and branches. Management defect leads topoor internal coordination and market resilience. In the era of big data, the applicationof GIS can utilize environment as well as market data to overcome the structuraldeficiencies of domestic banks, to enhance the management efficiency.GIS-based commercial bank outlets management applications can improve themanagement by providing massive data in a globally transparent manner. It canprocess data in a varying degree, furnish users with management related informationto make scientific decision.From the perspective of system construction, this article analyzes the pros andcons of different types of systems development methods and framework, then choosethe integrated secondary development method according to the management needs ofmulti-system data such as demographic data, geographic data, banking data. Thismethod facilitates working with other systems. Based on the development method, itselect plug-GIS application framework which can enhance system scalability and meetthe need of system upgrading. On the plug-GIS application framework, it design modeof system operation where bank managers can obtain needed information throughsystem operation. To be the most simplified, the mode separate the system users, roles,permissions, then reassemble them in a easiest approach to maintain the system. In thesystem data layer, it comb system database structure, distinguish the internal systemdata from the external data, design the GIS-based database relationships andcombined institutions, users, roles, permissions of system into an interconnecteddatabase. Combined with the existing GIS technology, the article analyses the needsof bank manager at all level. At last, the application is divided into two categories as system management function and GIS function. The detail designed function improvethe system feasibility.
