The Current Situation And Policy Research On Low Carbon Economy Of Cities In Hunan Province

Under China’s current environmental situation and energy situation, to achieve alow-carbon development has become essential. Hunan, as a pioneer province in thedevelopment of low-carbon economy,in2007,has successfully been approved tobuild " Changsha Zhuzhou and Xiangtan Resource-saving and environment-friendlysociety Experimental area ", and really made a great contribution to low carboneconomy. In this thesis, a detailed study of low-carbon development in Hunanprovince and its belonged cities was made by the way of econometrics and GIS. Itshowed the achievement of “Resource-saving and environment-friendly society”building, found serious problems in the process of building low carbon economy, andbased on which, the thesis proposed some practical recommendations.Firstly, the thesis reviewed analysis on low carbon economy by scholars indomestic and foreign. technological level, government regulation, industrystructure, population, openness ect. are main factors of affecting low carboneconomy.Secondly, the thesis analysed current situation of low-carbon development inHunan Province. First, it described the overall energy consumption in Hunan Province(1978-2011), and found that Hunan’s coal products fuel are in the downward trend,especially after2003, the downward trend is more obvious; Second, it calculated theoverall carbon emissions and carbon intensity (2003-2011), and found thatinflection point appeared in2003. From2006,it showed a obviously downward trend;Third, it calculated the amount of carbon emissions and carbon intensity ofPrefectural-Level cities (2005-2010), these Prefectural-Level cities were comparedwith each other and were mapped in the GIS geographic mapping software, giving usa distribution map of carbon emissions in Hunan.Thirdly, The EKC model was used in the thesis. It selected main factors thataffecting the low-carbon development in Hunan Province, and conduct a empiricalanalysis. It selected carbon emissions and carbon intensity as the two dependentvariables, two econometric models were constructed by using panel data from2005to2010.Finally, the thesis proposed some suggestions to promote Hunan’s low-carbondevelopment. Based on the previous study, it promoted policy recommendations from the macro level, the level of industry development and the level of Prefectural-Levelcity. It hoped that appropriate policy recommendations could be made to promote thedevelopment of low carbon economy construction.
