Since China adopted the quota policy of house purchase, it has been one focus of attention. This paper selects Beijing as the brunt of China’s commercial housing market, Analysis of short-term economic impact on the volume and price of commercial housing after the purchase of the quota policy implemented in Beijing, as well as the expect of public expectations in this process, Then do the empirical analysis of public expectations, and as a basis to research the quota policy of house purchase may give long-term economic impact of Beijing, analysis the policy’s rationality, effectiveness, long-term sustainability, Research shows this policy to a certain extent changing public expectations for the commercial housing market. The economic subject’s expectations changes from blindly optimistic to wait-and-see status. Due to the expectation of the public policy guidance, the market speculation in Beijing commodity has been reduced. At the beginning of the quota policy of house purchase, the rising trend of commercial housing price in Beijing has been curbed, but over time, the effect of the quota policy of house purchase gradually weakened. Then analysis the problems in this implementation process, and the improvement method on the above, finally results of positive significance of this policy and propose the specific recommendations to improve it.
