Study On Development And Couotermeasures Of The Industrializatiod Of Rice Seed Production In Zitong County, Sichuan Province

Zitong county is located in hilly areas, in recent years, the pillar industry of agriculture has a gooddevelopment, especially in the field of rice development, however, there are still shortcomings in thedevelopment process. Therefore, combining the development deficiencies and exploring reasonable isimminent. This article discusses the problem of development in the field of rice seed productionindustry in Zitong county, with the correlation method based on SWOT to analyze thisproblem,combing various factors which have positive and negative roles in this industry, andconsidering each of them, on the basis of these factors,we could give the relevant departments in Zitongcounty some reasonable suggestions and help them take some measures, so that the county’s riceindustry can get more good results. In this paper, the main conclusions contain the following fiveaspects:(1) Zitong county provided the environment to promote the progress of rice seed productionindustry. The county in which the natural environment is conducive to the development of rice industry;another reason is the county calling for each villages and towns to participate in the rice seed productionin this industry, providing a solid foundation for the development of the industry. In addition, as thecountry gradually moving towards the city, with the government supervision and help, some ruralinfrastructure also need to gradually improve, in the field of rice,the country also moves in informationand high-tech age, in such a social environment, it offers necessary conditions for rice breedingbreakthrough in new ways.(2) In the field of rice seed industry, Zitong county has certain defects. First of all, due to theinfluence of the county’s geographical location factors, relations of production of the county could notadapte to the development of productive forces. In addition, in the information age, the development ofgovernment departments now more and more emphasis on industrial development and neglect theagriculture, all of these limit the development level of rice seed. The second is the county’s riceproduction industry are assigned to each household, so the production data and productivity can notconcentrated, and because agricultural output is relatively low compared with the other industry, it couldnot in the core position of the market, that will also cause the development of stagnation. The last is theagricultural management mechanism is not perfect due to the development of agriculture led by manydepartments, in this situation it will ambiguit the responsibilities, increase the cost, reduce the outputratio, and hinder the development of agriculture constantly moving forward.(3) Put forward reasonable suggestions for the further development of rice seed industry in Zitongcounty. Combined with the existing problems in the development of the county,we put forward suchsuggestions:1) using hierarchical management model to manage the industry, establishing each branchoffice management of township in the county.2) mining development of competitive enterprises, thendriving each small business progress, and forming a harmonious development of rice seed industrysystem, so as to achieve the industry continues to expand the scale, continue to improve the distribution system, science and technology constantly breakthrough and approval the leadership.3) continue todevelopment with the local government to provide the conditions, and enhance the producer’s mind:the first is dividing the development of power industry,and creating a complete legal.4) form a set ofperfect information management mechanism from the head office to branch, transfer informations bythe information release platform which created by the relevant departments to make the information befull range of coverage.5) increase the industrial innovation, make the whole innovation from theory topractice. Using the advantages of their existing, it formed a one-stop mode of rice seed productionindustry. We should replan the industry’s institutions, formulate a long-term development strategy, forma one-stop pattern of agricultural development, and promote the progress of the core industry in Zitongcounty.
