Research On The Farmers’Income Problem In The Integration Of Urban And Rural Development

Farmers income problem is the core problem of survival development of farmers, it is not only related to solve the "three rural issues", also affects the overall situation of national economic and social development. With the current rapid economic and social development, Chinese farmers’ low income brought about urban and rural income gap, which become an important note of social unharmony. If not be addressed, the problem may endanger the successful solution of the "three rural", and the stable development of national economy and society. The fundamental factors that affect farmers’income is laggard agricultural development system, and the unperfected is lowing quality of the rural surplus labor force,and the unperfected system and policy. To increase the income of the farmers in the integration of urban and rural development and agricultural development, rural surplus labor force quality, the system and policy are related each other closely. Carefully analysis of current situation of our country farm income, finding out the fundamental factors that affect farmers’ income, the direct and indirect factors, and in the light of these three factors are put forward to solve the path and Countermeasures of the income of the farmers, which are the subjects of this paper.Firstly, the paper proposes increasing ing the necessity and importance of the income of the farmers in the integration of urban and rural development. Necessity is reflected in three aspects: the urban and rural development, carrying out Scientific Outlook on Development; this is promoting poverty alleviation and development, an inevitable requirement of building a new socialist countryside; and the realization of common prosperity, building a socialist harmonious society. The importance is reflected in three aspects:highlighting the important role of "three rural issues" in the integration of urban and rural development; gradually reducing the gap between urban and rural areas, promoting the common prosperity of urban and rural areas; are optimizing the configuration of urban and rural resources, realizing the income of the farmers diversified channels. Therefore, Increasing the income of farmers in the integration of urban and rural development brook no delay.Secondly, detailed analying the current situation of peasants’ income in our country.including the farmers’ income level is low overally. Farmer income growth is relatively slow, as follows:compared with the beginning of reform and opening up the growth rate in recent years, the growth rate is relatively low; compared with the growth rate of wage income, family business income growth rate is relatively low; compared to the second industry, the third industry, the first industry growth rate is low; compared with the rural retail sales consumer goods growth speed, rate of farmer income growth is slow. Income gap between urban and rural residents, manifested in: urban and rural residents’desposal income; consumption level gap; and migrant workers and city workers the income gap are relatively large.Again, profounded analying various factors of the incerase of farms. The agricultural production caused by the backward agricultural infrastructure, agricultural management mode dispersion, low level of agricultural science and technology, the low agricultural product quality safety coefficient, the agricultural structure and layout unreasonable are the key factors of the increase of farmers income; diffcult the transfer of rural surplus labor force caused by the strong local concept, in excess of requirement of ordinary labor market, the gap of rural and urban economic development level, to relatively low quality of rural surplus labor force are the main factors; and fiscal policy, land policy and system, the income distribution system and the national system of laws and regulations and policies are not perfect which are important factors to restrict the growth of farmers’ income.Finally, based on comprehensive analysis of the problem of farmers income the paper puts forward countermeasures and effective methods. On the transformation of the mode of agricultural production: strengthening agricultural infrastructure construction, changing the way of agricultural production; the development of various forms of scale management, constructing the new system of agricultural operation; speeding up the development of modern agriculture, increasing agricultural comprehensive production capacity; improving the security system of agricultural products, increasing sales; adjusting of agricultural structure, promoting optimized allocation of agricultural resources. In the aspect of the transfermation of rural surplus labor force:changing their concepts, combining with industry to promot the migration of rural labor transfermation; vigorously promoting industrialization, promoting local transfer of surplus labor; vigorously promoting urbanization, promoting the transfermation of rural surplus labor force nearby; strengthening the occupation training of rural surplus labor force, increasing more choices space. In the policy and institutional aspects:improving the behavior finance; supporting agriculture fiscal policies and regulations; improving the rural basic management system, safeguarding the legitimate rights and interests of farmers; the reform of land expropriation system, improving the farmers in the land increment income; improving the laws and regulations of the state, protecting the rights of migrant workers; promoting urban and rural elements equal exchange and public resource equilibrium configuration.
