Study On Support Policies Of Forestry Biomass-energy Industry In China

Recently,forestry biomass-energy is "New World"of biomass energy area. As the "green coal"and"ground oil",the development of forest biomass-energy has become a significant strategic implications for ensuring national energy security and occupying initiative in the energy conflict and is a panacea to control air pollution and mitigate the ecological problem. Furthermore, it’s also a significant approach to make full use of natural resources and to reduce energy transmission. In order to develop the forestry biomass-energy, many countries all over the world have worked out the policies for development.For example, the development of the bio-diesel and bio-fuel ethanol in the USA and European Union had achieved industrialization. However, forestry biomass-energy industry in China is still at the start stage that it is a huge gap to industrialization owing to the limit of the technological innovation, low-level market competitiveness, policy-oriented bias, poor public understanding and trust. Forestry biomass-energy industry is still facing many doubts and hardships.The main objective of this paper is the support policies of forestry biomass-energy industry in china,and aims to provide important reference for deepening the support policy of the forestry biomass-energy industry and for realizing the sustainable development of the industry.In this paper,literature research methods,comparative research methods,field research methods are used in analyzing the support policies.We introduces the forestry biomass-energy industry development process in China at first, then analyzes the obstacles in the development of biomass-energy with summarizing and analyzing the current industrial policies and unfolding problems of the policies. Finally, referring to the successful experience of developed countries, it puts forward measures to perfect the development policies. Therefore, the proposed support policies, which suit to our own national and forestry conditions in this paper, are the essential demand to lead the industry to break the shackles of development.Put the forestry biomass-energy resource advantages into economic and competitive advantage of the energy products;established a law and regulatory system;define the role of government, develop a scientific and rational industrial development roadmap;improve the public understanding and trust to the forestry biomass-energy, establish green energy consumption custom, all of those are not only the inevitable choices for promoting the industrial support policy, but also the core issues for the forestry biomass energy industry whether has bright prospects or not.
