Since the United Nations forecast of the21st century that is a newera of human and vigorously develop the ocean, the world is fully awareof the resource-rich treasure trove of marine resources not only isincreasingly becoming human survival and development, but also solve thescarcity of land resources and ecological environment and economicdevelopment issues new ideas. At this stage, some developed countriesand regions, such as USA, Japan, the European Union, has turned itsattention to strategic marine industries, and given the unprecedentedstrong policy support, hopes to promote national marine economy throughthe development of strategic emerging marine industry the rapiddevelopment. Although China is a maritime country in the world, due tothe large population and extensive long-term development, making theenergy and environmental issues is still a major factor in limitinglong-term development of China’s marine economy, coincides with the five"Marine Science and Technology Development Plan" opportunity to guide thestrategic emerging industries as marine scientific development andutilization of marine resources, the development of the marine industry,is our inevitable choice of China’s move to promote the ranks of theworld’s maritime power of important initiatives.This paper uses the literature study, the combination of theory andempirical methods, on China’s strategic marine industries studied. Inthe theoretical part, first by combing the classical theory of economicgrowth, economists summed important factor in promoting economic growthwill generally be summarized as labor factor, capital factor, resource elements, technological factors and institutional factors, which is astrategic marine industries input factors selected to provide atheoretical basis.
