Research On Science And Technological Innovation Capability Of Service Outsourcing Industry In Jilin Province

After financial crisis, on one hand, trade protectionism rises, on the other hand, enterprises in developed countries are eager to cutting costs, so much more on-core business are sent to service outsourcing. And with the characteristic of high added value, service outsourcing is an important opportunity for China’s economy casting. As the heavy industrial province in Northeast, Jilin Province has the advantage of developed manufacturing industry, colleges and universities, good foundation of automobile making and software engineering for service outsourcing. In order to cast the economy from manufacturing-based one to service-based one, and from the extensive economy to intensive one, Jilin, heavy industry and agriculture-based economy, should take measures to speed service outsourcing.The full meaning of technological innovation is the process to get thinking practice of organizing, managing and technology through science investigation and technological innovation. With powerful technological innovation capability, the package of service outsourcing can get more economic interest by lower costs, and at the same time has stronger competitive forces.In this paper, the theoretical basis of service outsourcing consists of the theory of comparative advantage, theory of factor endowment, transaction costs theory and core competence theory, and that of technological innovation is composed of institutional innovation theory, theory of technological innovation and triple helix theory. Based on this, this paper discusses the hi-tech innovation capacity of service outsourcing industry. Then, this paper analyzes the status quo of20cities that are exemplary in service outsourcing in China and the status quo, characteristics and inadequacies of service outsourcing industry in Jilin as well. It points out that, in Jilin Province, service outsourcing can be carried out with the advantages brought by favorable geographical location, automobile industry and low cost. However, it also points that the service outsourcing industry is largely impeded by some problems, including the small scale of the enterprises, low-quality of the outsourced products, lack of high-quality talents and poor soft environment.Based on the above qualitative analysis and the characteristics of the service outsourcing industry, this paper selects13factors that are supposed to affect the hi-tech innovation capacity of service outsourcing industry. These13factors, which constitute the indicator system, are applied to implement the quantitative analysis. To be specific, the13factors are classified into three first-classes, which are environment-supporting factors, industry development factors and enterprise cost factors. Aimed at these13second-class indicators, this paper searches and collects the statistics of20exemplary cities and Jilin Province in the aspect of service outsourcing, before applying SPSS and principal component analysis to acquire the scores and rankings of the21areas in terms of the capacity of technological innovation. According to the above analysis, Jilin Province ranks the last in the aspect of the capacity of technological innovation. In the end of this paper, the author proposes suggestions on supportive policies, constructions of service outsourcing gardens, automobile service outsourcing, R&D costs and talent training&introduction. It’s expected that some of the suggestions will be adopted and implemented by the government so as to expand the development of service outsourcing enterprises and improve the capacity of technological innovation of service outsourcing in Jilin. It’s hoped that, by implementing the abovementioned suggestions, Jilin will seize the historical opportunity of creating a good environment for the development of service outsourcing, thus improving the capacity of technological innovation of outsourcing industry and accelerating the economic transition in this province.
