A Preliminary Study On The Problems Of The Development Of Forestry Industry In Hengyang City

Forestry is an important basic industry of our country. It also is an important resource tomaintain ecological environment, it undertakes the important task of forest products, theecological environment construction, the people’s income increases. Based on summarizing thedomestic and international research related on the development of forestry industry,analyzesthe present situation of Hengyang forestry industry and find out the bottleneck that restrictingthe development of forestry industry in Hengyang City and the causes of these bottleneckproblem and puts forward some countermeasures to solve these problems, and provide ascientific basis for decision-making in order to promote the development of forestry industry inHengyang City with the collection and investigation through the paper. Research thinks,inrecent years during the development of the market economy in Hengyang City the economicstrength in Hunan Province has greatly improved, forestry development has made greatprogress. But there are still bad climate that damage to development of forestry, forestrypersonnel issues also affect the sustainable development of forestry, soil erosion had adverseeffects on the forest; and how to develop forestry policy interests effectively through policyadjustment and promote the sustainable development of forestry of preferential policies,andfinally realize the coordinated development of environment and economic. The main problemwhich restricts the development of Hengyang forestry industry is capital shortage. Capital isnot fully used and policy support is not in place.The main reason of forestry fiscal fundsoperation is in the GDP as the main evaluation context. Forestry industry belongs to the lowvalue, although the forestry carrying the optimization of the ecological environment,but it isdifficult to get a lot of tilt from the government. And theforestry investment restrains thedevelopment of forestry industry. Although Hengyang city has a variety of forestry fiscal policy,but the lack of financial investment is the main factor influencing and restricting the Hengyangforestry industry to develop faster and better.To solve these problems we need to vigorously develop the characteristics of Hengyang forestry industry.In this paper,by comparing andanalyzing the management situation of Hengyang tea,jujube, litsea cubeba andflowers,especially analyzes the unique advantage of tea industry,tea industry from thedevelopment point of view,Hengyang tea industry faces a lot of small enterprises,the corecompetitiveness is not strong,corporate profitability is not prominent,difficult in thebank,capital market financing in order to further development of tea industry.So do thejujube,Litsea cubeba and flower industry.Find out the problems of Hengyang city forest through the analysis the cause of whyforestry enterprises and farmers have difficulty in financing. Finally, recommended thegovernment promulgate relevant tax and financial policy and coordinate bank,insurance,securities and other financial institutions involved in the forestry industry to achievefinancial in stitutions and forestry industrial win-win situation.Some specific suggestionsinclude strengthening government support to forestry,forest resource assets evaluationsystem,strengthen the forestry insurance system and strengthen the communication of forestrymanagement and financial institutions, and actively expand the forest right mortgageloan,strengthen government support,and actively explore the integration of forestry insurancesubsidies and credit policy,the positive development of the charging rights pledgeloans,ultimately the interests of capital levels,and better development of Hengyang forestryindustry.
