Welfare-dimensioned "Income Doubling": Realistic Constraint And Realization Path

Income distribution has always been a hot issue and a commonconcern to all walks of life. Over the years, China’s economy develops rapidly, butresident income increases slowly, and resident income gap is still high. After report atthe18th CPC National Congress officially proposed that goal and requirement for percapital incomes of urban and rural residents should be doubled compared to that of2010,governments around the nation came out doubling plan in succession, theoretical cyclealso made extensive and in-depth research on it, it seemed that all walks of life has hadcomprehensive and in-depth understanding towards “income doubling”. In fact,doubling plan in various governments mostly remained at the economic level. Theymade full text about per capital incomes of urban and rural residents in figures; whilemost researches of theoretical cycle still probed into figure doubling of resident incomein general meaning. Although someone mentioned doubling of resident income shouldpay attention to increase of welfare, it was neither comprehensive nor specific. It notonly had no specific explanation, but also no analysis of restraint factor and specificpath to realize “income doubling” from welfare perspective. The research in papermakes the intension of “income doubling” rich and perfect from the angle ofwelfare-dimension and makes comparative and comprehensive analysis tentatively ofthe restraint factor and specific path to realize welfare-perspective “income doubling”,By taking welfare dimension as entry point, scientific development perspective andwelfare economics as theoretical basis, the paper proposes the real connotation of“income doubling” is not only about the income number doubling in general meaning, but also the welfare doubling. Starting from theory of welfare economics,welfare-perspective “income doubling” has several main effect variables, respectivelyare economic growth situation, income distribution status, construction of socialsecurity system, government philosophy and role definition. However, withcombination of realistic status that China is at period of social transition, it still existsfollowing restraint factors to realize welfare-perspective “income doubling”: economicdevelopment way isn’t truly transited, sustainable economic development has beenchallenged and foundation to realize resident “income doubling” isn’t firm yet; reformprogress of income distribution system is slow, resident income gap is still large and keylinks to realize resident “income doubling” hasn’t been broken through yet; socialsecurity system is incomplete, overall social security is at a low level, and backup forceto realize resident “income doubling” hasn’t been consolidated; incomplete transition ofsome governmental development philosophies and unclear role definition result infailing to clear out subjective cognizance obstacle to realize resident “income doubling”.Hence, to realize welfare-perspective “income doubling”, it requires: practically transiteconomic development way, realize scientific development and health growth ofeconomy and consolidate economic foundation; deepen income distribution systemreform, diminish resident income gap and break through key links; improve socialsecurity system, promote social welfare and personal welfare, and consolidate strongbackup force; practically transfer development concept, implement scientificdevelopment perspective, and clear away cognitive disturbance.
