Thanks to over30years of reform and opening up and rapid growth, the development of China’s social security program has continuously made new achievements as well, however, due to the long-term and unbalanced development of regional economy and other factors, the social security expenditure also presented obvious disequilibrium, unbalanced expenditure burden and the imbalance between spending levels and population size in different regions.On the basis of clearly definition on the scope of object-"social security expenditure" and according to the traditional classification method, the country is divided into three areas in this study:eastern, middle and western; and then based on the expenses date of the provincial pane from2007to2012, the study respectively make descriptive analysis on the current situation of social security expenditure and reach a shallow conclusion on the non-equalization of social security expenditure among three regions. In order to verify the reliability and the accuracy of the conclusion, the article then carrys on detailed calculation on the social security situation in the three areas from2007to2012by using the GINI coefficient (GINI) and Theil index (TI) as a measure analysis tool. According to the analysis of the measured results, the study ultimately makes conclusions as follows:At first, there exsits non-equalization in social security expenditure among the three regions in our country, however, from2007to2012, regardless of the overall, the inter-regional and the intra-reginal, the degree of non-equalization in social security expenditure in the three regions undulates slightly. But it shows a downward trend overall.Secondly, a certain degree of non-equalization problem exsits in the fiscal expense of social security, which is one component of social security expenditure. But the phenomenon of non-equalization is not obvious. What’s more, on the financial expenditure of social security, the inter-regional non-equalization degree is more serious than the intra-reginal’s. In addition, from2007to2012, the non-equalization on the fiscal expense of social security is constantly shrinking.Thirdly, among the three regions, a serious degree of non-equalization problem exsits in another component of social security expenditure-the allocation of five insurance expenditure, which is the main factor that leads the non-equalization of the social security expenditure. However, the good news is, from2007to2012, the degree of non-equalization of expenditure on five insurance begins to ease up among three areas.As a whole, from2007to2012, China’s social security expenditure is not equal in three regions. And the degree of non-equalization is different on different compenent of social security expenditure, that is, the degree of non-equalization of social expenditure of five insurance is more serious than fiscal’s and the degree of non-equalization between the regions and in the regions is quite different.
