In the era of knowledge economy, knowledge has become the most importantresource for economic development. With the globalization process of economicdevelopment and the demand of economic development of China’s owntransformation, innovation has become the decisive force of economic development.Innovation results in the improvement of technology. The source of innovation is theknowledge, not only the explicit knowledge but the tacit knowledge. Enterpriseagglomeration contributes to the knowledge spillover effect to promote thetransformation of individual innovation to collective innovation. This change willhelp to shorten the time of innovation, and improve the social efficiency conversion ofinnovation. And what’s more, it can promote the whole area, and even the whole ofsociety progress and change. Thus, this paper through theoretical and empiricalstudies based on knowledge spillover of industrial agglomeration to study the effect ofregional innovation.This research mainly consists of five parts: Part One Introduction introduced theresearch background and research ideas of this article. The internal relations betweenindustry agglomeration, the knowledge spillover and innovation of the research statusat home and abroad were reviewed. Part Two the theoretical analysis introduced thebrief analysis of the industrial agglomeration theory, knowledge spillover theory andinnovation theory. This part focuses on the three concepts and theory related to thisarticle research goal. Part Three logic, according to the existing theory analysis ofindustry agglomeration and endogenous knowledge spillovers interaction, figure outanalysis based on industrial concentration of knowledge spillover on the influencefactors of regional innovation and means. Part Four the empirical study, according tothe above theory and logic, constructing knowledge production function model, andusing30provinces (autonomous regions, municipalities) of the related data among2002-2011, establishing econometric model from two aspects: patent type andeconomic region. Part five research conclusions and countermeasures, summarizes themain research conclusion. Knowledge spillover based on industrial agglomerationdrive regional innovation ability, and put forward the relevant countermeasures andSuggestions.The study found that, Knowledge spillover based on industrial agglomeration on theinfluence factors of regional innovation including human capital, R&D andinnovation atmosphere and absorption ability, ways including specialized knowledgespillover, diversified knowledge spillover and competitive advantage of knowledgeoverflow. And knowledge spillover in industrial cluster benign interaction under thecondition of reasonable collocation of all kinds of factors and can effectively promoteregional innovation. The influence of human capital on regional innovation should beconsidered regional industrial structure and development environment. R&D hassignificantly positive effects on regional innovation, and is the absolute main force ofpromoting regional innovation. Degree of government intervention to promote the significance of the regional innovation is risk compensation and the system guarantee,and in the region of the high degree of marketization should minimize the governmentintervention. Degree of opening to the outside world has significantly positive effectson regional innovation. This reflects the beneficial to the improvement of the regionalinnovation strengthen communication. Absorptive capacity of regional innovationsignificance is to provide a good physical environment promote the generation ofknowledge spillover and absorption. Infrastructure is significantly positive impact onthe regional innovation which can reflect that to drive innovation the knowledgespillovers needs a high quality of soil. Specialization of overflow and diversificationoverflow is not significantly or significantly negative to regional innovation. Althoughit’s different with the traditional research, however, considering the degree ofmarketization of our country, contrast analysis can explain the more mature marketenvironment is an important condition for convergence and interaction of knowledgespillover and further promote regional innovation. The positive effect of knowledgespillovers significant competitive advantage of regional innovation shows a cleardivision of labor cooperation is an important means to realize the knowledge driveninnovation. Based on the above analysis, this paper put forward the correspondingcountermeasures: The first one is to make different innovation-driven strategy. Thesecond is to build hierarchical regional knowledge system. The third is to improve thestandardization of knowledge spillover channel.
