Study Of The Problem Of The Citizenship Of The Agricultural Transferring Population

Since the reform and opening up of China, the urbanization has been steadily improved and the level of urbanization has been increased significantly. But compared with the rapid development of industrialization, it is relatively backward. A large number of rural surplus labor force are coming to the city and seeking development, resulting the appearance of the agricultural transferring population. Agricultural transferring population in Chinese society is inevitable during the transformation process. Some problems such as employment, security, and rights will inevitably be involved. How to make them integrate into urban life orderly is also included. The level of urbanization falls behind industrialization and economic development.This situation will inevitably affect Chinese comprehensive national strength and competitiveness and is not conducive to achieve the goal of constructing a comprehensive well-off society. The essence of urbanization is the increasing development of industrialization in a country or region, the growing urban population, the expanding city, the continuous migration and transferring from country to city. Agriculture transferring population,who comes from country and move to city, is characterized by large-scale, relatively high quality. They are the most qualified in farmer groups to transform into citizen. Therefore, promoting the agricultural transferring population to transform into citizens means promoting the urbanization process and achieving the goal of building a moderately prosperous society.On November8,2012, the CPC Central Committee General Secretary Hu Jintao at the Eighteenth Congress made a report entitled" Stick to the new industrialization with Chinese characteristics, information technology, urbanization, agricultural modernization, promote simultaneous development unswervingly along the road of socialism with Chinese characteristics forward for building a moderately prosperous society in all respects,", which stated that to promote the integration of the development of city and country and to solve agriculture, rural areas and farmers issues is a top priority of the party’s work. Central Economic Work Conference was held from December15to16,2012in Beijing, which stated that we should impel an ordered transfer of the agricultural population,actively and steadily promote the urbanization and strive to improve the quality of urbanization. On November9,2013,China Central Committee of the Communist Party of the eighteenth third plenary meeting was held in Beijing. June6,2014President Xi Jinping central comprehensively deepen reforms in the leading group chaired the third meeting stressed:promoting human urbanization important link in the household registration system, accelerate the reform of the household registration system, involving the transfer of hundreds of millions of agricultural population in a item major initiatives. It is an important way to solve the "three rural" issues to orderly promote the agricultural transferring population urbanized,which has important significance for the promotion of economic growth, integration of city and country, building a harmonious society, constructing a comprehensive well-off society and realizing the great "China Dream".In this paper the historical process of the agricultural transfer population was analyzed theoretically and summaried combining with changes in rural work system. The difficulties facing the population of agricultural transferring was further analyzed basing on the objective description of the characteristics of the agricultural transferring population and the status of the real public research. The main study of the agricultural transferring population has the following aspects: Firstly, the agricultural transferring population and urbanization was defined and the importance and significance of the agricultural transferring population was summed up. Secondly, feasible solution for the agricultural transferring population was drawed by learning and referring the existing achievements, experiences abroad and home. Thirdly, the status of the agricultural transferring population, was objectively analyzed and the progress and achievements in the process of transferring of agriculture population was summarized.Fourthly, the plight of agricultural transferring population process in China was analyzed in five aspects. The causes, formation and consequences was analyzed and the harmfulness was assessed. Fifthly, countermeasures and suggestions were proposed for the agriculture transferriing population relating instituion reforms, for speeding up the process of urbanization of the agriculture transferring population in the framework of the overall objectives and paths.
