The Mechanism Research On Fiscal Transferring Payment And Civilization Ofthe Transferring Agricultural People

Under the background of Thirteenth Five-year Plans and the third Plenary Session of the 18th Central Committee, with the further advance of industrialization and new-type urbanization, the agricultural transferring people who have been ignored in the city as a great problem.The problem that the structure system of urban and rural dual in our country has not been fundamentally solved, they are just the form of city people, the agricultural transferring of population cannot enjoy the same treatment in basic public services as the urban population, such as social security, trailing their children’s education, health care, affordable housing and so on. Now, urbanization of the transferring agricultural people has been an indispensable product of promoting the new urbanization, and it is also an inevitable fact. If we can not properly deal with the issue of urbanization of the transferring agricultural people, then they will result a series of economic and social problems.On the basis of literature review, from the perspective of arranging overall spending, this paper researches the relationship between fiscal transferring payment and the basic public services in agricultural transferring people. And it expounds the relevant theoretical of fiscal transferring payment and urbanization of the transferring agricultural people. This article not only analyzes the present situation on social security, trailing their children’s education, affordable housing about the population of agricultural transferring, but also further analyzes the present situation about the fiscal expenditure in the process of urbanization of the transferring agricultural people. And we get the contradiction between supply and demand of basic public services in agricultural transferring of population. By the results of measurement data, the article find fiscal financial support that the central government transfers to the local government on the basic public services has a positive effect in the process of civilization.Finally, from the perspective of fiscal transferring payment, this paper emphasizes that the local government is the main body that provides the demand of public service in the process of civilization of agricultural transferring population. And it establishes the mechanism research on fiscal transferring payment and civilization of the transferring agricultural people.
