Research On Land Transfer Of Changing Villages Community

Recently, land transferring has been one of the important researching issues of the“village, peasant and agricultures problems” in China. The effective, healthy land transferringcan be benefit for the arrangement of agricultures resources and will develop the separatedindividual farming into large-scale farming. By increasing the land utilization rate and landefficiency, it can release the farmer from the bondage of land and further improve theirincome and qualities. Our social economy has been developing rapidly since the reformingand opening-up. During a critical period of urbanization, there are an increasing number of“villagers becoming citizens“communities in the city edge area. However, as a new type ofcommunity, the “villagers becoming citizens” community is really different from the citycommunity. There is a great difference between the villagers’ committee and the citizens’,showing at the aspect of social management function, land system, household registrationsystem, etc. The land-transferring problems of “villagers becoming citizens” communities arethe roots of the major problem in the new village development; they are directly related to the“villagers becoming citizens” construction. A reasonable, complete land-transferring systemwill promote the development of “villagers becoming citizens” communities, the new villageconstruction in China and the harmonious development of the cities and countries.In this article, the key issue of land transferring in the country was chose as a start point.It was combined with the major problem caused by land transferring in the “villagersbecoming citizens” communities. A conclusion of the effective way to solve those problemsunder the new situation has been reached. In addition, by analyzing the referential examplesfrom all over the world and the difference between new communities and traditionalcommunities, the major problems and influential factors existing in Chinese village landtransferring have been found out and so as the practicable resolutions. It provides the“villagers becoming citizens” communities’ land transferring with reference opinions, andpromotes the development of a harmonious society.
