| Corporate social responsibility is being paid more and more attention throughout theworld. With China ’s socialist market economic system continuously improved andadministrative reform continued to deepen, our levels of government in a market economyservice functions will become more prominent, it’s service role will continue to bestrengthened, therefore, our local governments should and must play an important role inguiding enterprises to fulfill their social responsibility. In this regard, our local governmentshave made gratifying achievements. Corporate social responsibility is improved,the pressureof public services of the government is eased, social welfare get strong guidance. But wealso face some problems, for example, local governments need to pay more efforts toimprove their awareness of the guidance and find new ways to guide coporate.Based on the analyze of the situation of local governments guiding enterprises tofulfill their social responsibility, the article also summaries the ideas to boot or promotecorporate social responsibility in the U.S., UK, EU, Japan, Korea, Germany and othercountries and region. The main experience are to develop policies and regulations to guideenterprises to fulfill their social responsibility, to improve governing bodies to guideenterprises to fulfill their social responsibilities, to create a social environment to guideenterprises to fulfill their social responsibility. This teaches that we must pay attention tothe legal system, must pay attention to social forces, must be based on China ’s nationalconditions to guide enterprises to fulfill their social responsibilities.In view of the problems of our local governments to guide enterprises to fulfill theirsocial responsibility, and learning from the advanced experiences of other national andregional governments, the countermeasures are proposed. Firstly, to update the ideas ofguiding enterprises to fulfill their social responsibility. Strengthen corporate socialresponsibility awareness education guidance, promot corporate social responsibility theory,and propagandize corporate social responsibility. Secondly, to improve policies andregulations to guide enterprises to fulfill their social responsibility. Make full use of taxpolicies, project and party organizations to encourage enterprises to fulfill their socialresponsibilities. Thirdly, to improve objective environment to guide enterprises to fulfilltheir social responsibility. Develope social relationships of stakeholders, ensure equitabledevelopment among enterprises the right, and raise the government’s support andsupervision efforts. Fourthly, enrich ways to guide enterprises to fulfill their socialresponsibilities. Promote corporate social responsibility through social organizations,guide enterprises to fulfill their social responsibilities in major events, urge enterprises tofulfill their social responsibilities with social convention. |
