The Research On Yunnan Province’s Water Conservancy Construction

AS all know, irrigation and water conservancy is the foundation of agriculture. After the People’s Republic of China has been established, especially during the "Tenth Five-Year’ and "Eleventh Five-Year" period, Yunnan province has been developing irrigation and water conservancy vigorously and made remarkable achievement, but there are also many problems. Irrigation and water conservancv facilities supply is insufficient, there is imbalance in the supply structure, supply is blindness, irrigation and water conservancy facilities resilience is bad, and scientific management mechanism of irrigation and water conservancy facilities is of lack. Rural public product has many characteristic, such as basic, leading, inseparability, natural monopoly, long construction period and big initial investment. From the view of these characteristic, we can get some causes. First, farmland water conservancy construction is lack of motivation and the existing problems. Second, the policy for the construction of farmland water conservancy is not efficient, there is a wrong definition to irrigation and water conservancy facilities supply. Thirdly, in the t construction of farmland water conservancy. the govenunent’s function is vacancy and dislocated, it’s failed to effectively perform their functions. Lastly, farmland water conservancy construction supply system is defective. On these factors, the author tried his best to put forward some effective solutions, and pointed out clearly what a water conservancy worker who is on behalf of the government should pay attention to in the next water conservancy’s work...
