In recent years, management concept is transitioning gradually from themanagement-type toserviee-oriented,the management philosophy of tax authorities hasalso changed. China’s taxdepartment has set a philosophy that the taxpayer’s demands isthe center, the managementconcept is changing from managed-traditional to service,formed a unique tax-servicesystem.In the current envirorunent of tax services, yancheng national taxation bureauexplore ways to strengthen tax services, determining the tax service brand, establishingsystem, innovating methods of service, strengthening communication, carrying theresponsibility, strengthen construction, carrying on counseling, greatly promoted the taxadministration. However, problems have identified during the management, as sense ofservice, unsound system of communication, imperfect system of service, Low level ofinformation technology, low quality of intermediaries and other issues. To solve theseproblems, it is necessary to further clarify the tax service relationship with taxadministration, advanced management experience of developed country for reference,combining the reality of yancheng tax administration work, should change the conceptof management, and perfecting the tax service organization, expand the service mode,promote the informatization construction, intensify the building of12366, andperfecting the tax service system.
