Investigation On Changes Of Herdsman Income Since Completely Banning Grazing

Damao United Banner has implemented the policy of complete banninggrazing since January,2008, because of the serious ecological environmentdeterioration of the grassland, in order to achieve the "win-win" goal that toprotect and construct the grassland’s ecological environment and promotethe farmers’ income, taking ways of relocating the herdsmen, transferringmode of production and so on.This paper is based on several times of field investigation on changes ofherdsman income since completely banning grazing, which is takingBayanqangyai Gacha as an example. The first part is the structural analysis ofthe herdsmen income and income structure change, and the empirical analysisof changes of the income of the herdsmen. Secondly, it summarizes thecharacteristics and change trend of herdsmen’s income changes from severalaspects. Finally, it analyzes causes of restricting the herdsmen’s income fromtwo aspects: the policy and the herdsmen. Also some suggestions are proposedfor improve the policy and system.The results show that, implementment of the policy of complete banninggrazing does not solve the problems of the herdsmen’s income increasingslowly and difficultly. On the contrary herdsmen income trends downward.Therefore, a sustainability policy is in urgent need for ecological managementof grassland and increasing income of herdsmen.
