Since the 1990s, various provinces and cities have adopted a series of policies and measures according to the level of the local ecological environment, such as "withdrawing from farming to restore the forest", "withdrawing from grazing to restore the grassland", "closing hillsides to prohibit grazing", and "dividing the pasture into different parts in order to rotate grazing". The policies of prohibiting grazing, suspending grazing, and rotating grazing are the major measures that rural pastures in Inner Mongolia have taken to protect and establish the ecology of the areas. In view of the deterioration and desertification of the pasture and the worsening ecology, the government of Daerhanmaomingan United Banner in Inner Mongolia (the Damao Banner) has taken a series of steps to protect the ecology since 2002. In October 2007, three Gachas in Bailingmiao County, in which the government of the Damao Banner located, began to put the policy of complete prohibition of grazing into effect. On the basis of the experience of the three Gachas, all pastures in the Damao Banner have been implementing the policy of complete prohibition of grazing since January 1,2008.Taking Baiyinhanggai Gacha in the Damao Banner as an example, this thesis analyzed the influence of the policy of complete prohibition of grazing on the traditional production mode and life style of herdsmen and presented some suggestions on the basis of three on-the-spot investigations. The thesis was composed of the introduction, main body, conclusions, and references. The introduction covered the reason why the topic was selected, significance of the study, review of the literature, procedure of the study, method of the study, and new ideas of the study. The main body consisted of four parts. The first part introduced the details of the policy of complete prohibition of grazing and its implementation. The second part analyzed the influence of the policy on the traditional production mode of herdsmen from three aspects including the management of livestock husbandry, means of livelihood, and earnings. The third part analyzed the influence of the policy on the traditional life style of herdsmen from three aspects of basic life necessities, social relations, and traditional national culture. And the forth part discussed the necessity of appropriate grazing and its related regulations from three aspects of protecting the ecology, improving the living standard of herdsmen, and preserving the traditional national culture.
