With the rapid development of society and economy,modern enterprises havegradually transformed their product-oriented competition into human-orientedcompetition.As a result,human resources become an essential guarantee for the enterpriseto achieve a long-term sustainable development.Meanwhile,only when the employees arewilling to accept the rules and regulations established to restrain staff can the roles of rulesand regulations be effectively played.To retain talent, enterprise has to cultivate a sense ofidentity and belonging among employees,which largely depends on how employeesrecognize its culture.On the one hand, enterprise culture cannot easily land,therefore,it isurgent to upgrade its operability and find a stage in which it can perform.On the otherhand,to develop human resources needs the penetration of corporate culture which can helpemployees to form a positive life world outlook and strengthen their knowledge,skills,competence and attitude.This paper has methodologically adopted document analysis,case study and surveystudy.Both domestic and international corporate culture,human resource development andtheir mutual relationships have been given a overall description theocratically andpractically.Besides,in this paper, the theoretical foundation of human resourcedevelopment based on corporate culture has been put forward; a intrinsical link betweencorporate culture and human resource development has been found;the purpose andsignificance of developing human resource based on corporate culture has beenexplained.In addition, such problems as whether the development of human resourcesneeds corporate culture, whether corporate culture can be achieved on the human resourcedevelopment, and how to realize the orientation have been discussed.What’s more,in this paper, the practice of corporate culture construction in MSCompany and the basic approaches to develop human resource that is culture-oriented havebeen intensively described,making it possible to explore the existing problems and analyzethe possible reasons in real operation.In the end, some effective solutions and suggestionshave been proposed.Finally,this study shows that there is a need to develop human resource based oncorporate culture; corporate culture can play its role to achieve a culture-oriented humanresource development; corporate culture achieves its guiding role through variouselements;there exists many kinds of factors in the real practical process;reasons should beanalyzed when solving the problems.
