With the rapid development of science and technology and the change of high-techproducts in each passing day, environment of market and technology that researchorganizations face is becoming more and more intense. Every kinds companies of ourcountry, especially the new high-tech enterprises, in order to realize the sustainabledevelopment and their companies’ and countries’ dream, must increase the researchinvestment, enhance research management, improve research efficiency, so that they cancreate more new technologies and products with less investment. However, with theextending, crossing and fusion of the knowledge of every field, the innovation model thatregarding the individual person as the main inventor in the past has already be not adapt tothe information society which is developing rapidly and becoming more and morecomplexity, and appear the new model of researching organizations. The members of theteam, who have different roles and function, finish their work through cooperating witheach other. So, how to enhance team management, play an important role of performanceappraise in encouragement, guidance and restriction, give full play of their researchpotential and cooperation, mobilize their work enthusiasm through establishing a set ofscientific and reasonable performance appraise system becomes the key of improvingthe core competitiveness, winning the competitive advantage and realizing the maximizeprofit of the Stakeholders.According to the situation and based on the research documents, finding that when theoperating model based on the Stakeholder Theory replaced the traditional one ofShareholder Primacy Theory and became the main trend, performance appraisal system forthe R&D teams of almost high-tech enterprises in China still base on traditionaldepartment-based financial comprehensive appraisal, which put the emphasis on theappraisal of the result but little attention on the process. It can not reflect the character ofR&D teams’ members and the research process, the change of the constitution members,the research result and its value as soon as possible, the cycle assessment, and so on.Furthermore, the appraisal content is not comprehensive and the appraisal methods aresingle, which not only can mobilize members’ positivity, but also deeply influence thescientific, the objectivity and the equity of the performance appraisal system. So, from theperspective of the Stakeholders and the process of the R&D activities, creating the scientific and changing performance appraisal system for the high-tech enterprises withseveral kinds of performance appraisal methods has very conspicuous theory value andpractice significance. On the basis of The Stakeholders Theory, the theory of researchteams, the theory of performance appraisal and the character of research team membersand the work process, this paper deeply analyses the current situation of performanceassessment and its existing problem of high-tech enterprises R&D teams and designs theindexes with modern performance assessment method, then gain the final assessmentindexes through making analysis of the survey dates with Reliability analysis, One-SampleT test, Spearman correlation coefficient and so on. Combined with the definition of indexweight, assessment standard and subject, we can put forward the changing performanceappraises system for the first time, which is expected to be a reasonable and scientificpolicy basis for related departments, providing approaches of enhancing enterprises corecompetition, improving R&D teams performance and achieving the maximize profit for theStakeholders. It also enriches the using of the Stakeholders on the aspect of performanceappraisal, and puts the foundation for enriching its applying fields and increasing itsoperation.
