With the development of the science and technology and the global fierce competition, facing the dependence of work and complexity of technology, more and more high-tech enterprises have used R&D project teams. Whether we can effectively design the performance appraisal of the R&D project teams to inspirit the project members'positivitity or not is the key of high-tech enterprises creating value and winning the competition advantage.However, the current performance appraisal systems of many high-tech enterprises in our country have not been for team but for traditional department-based appraisal, which deeply influence the positivity of R&D project members and the objectivity and equity of the performance appraisal system. Furthermore, the appraisal content is not comprehensive, and the appraiser is single and the appraisement lacks of systemic.Based on the research on team performance by in-country and out of country scholar, and combines the characteristic of R&D project team, and guided by human capital theory,Contingency theory and team performance appraisal theory, and analyses the shortcomings of R&D project team performance appraisal system in high-tech enterprises and the Contingent factors which influence the R&D project team appraisal system, this article establishes R&D project team performance appraisal system in high-tech enterprises of our country. For the design of R&D project team appraisal system, this article establishes the structure of R&D project team performance appraisal system model, which is based on Balanced Score Card (BSC) in order to divide the organization strategy into maneuverability goals according to different team– personal sequence. In the design of the indicators of R&D project team performance appraisal system; this article has given some constructive suggestion.This thesis includes six parts: PartⅠ: Based on the definition, characteristic of team performance appraisal, the thesis introduces team performance appraisal theory, in which, the explanation of the R&D project team gives the proof of analyzing the shortcomings of R&D project team performance appraisal system in high-tech enterprises. In addition, It proposes the theory basis of R&D project team performance appraisal system of high-tech enterprises.PartⅡ: The thesis cites some surveys of three authoritative research organizations whose research results comprehensively reflect the actuality of some enterprises in our country. By analyzing these surveys, it proposes the shortcomings of R&D project team performance appraisal system in high-tech enterprises.PartⅢ: The thesis proposes some Contingent factors which influence the R&D project team performance appraisal system of high-tech enterprises; moreover, it proposes a model that the R&D project team performance appraisal system matches the Contingent factor. Enterprises can flexibly choose the appropriate Contingent factor and the fitting performance appraisal system.PartⅣ: The construction of R&D project team performance appraisal system in high-tech enterprises is the main part of the thesis. Firstly, the thesis analyzes the characteristics and the design principles of R&D project team performance appraisal system, guided by which, it proposes the model of the R&D project team performance appraisal system. Secondly, the thesis designs R&D project team performance appraisal system. The design includes two parts: one is that the enterprise accesses the R&D project team, the other is the R&D project team accesses team members. As for the knowledge transformation and knowledge sharing facilitate effective use of team knowledge, in the analysis of both parts, the thesis proposes some indexes about knowledge management.PartⅤ: This part is case study. By analyzing the actuality and shortcomings of the company, the thesis applies the view and index design method to redesign the performance appraisal system of the company.PartⅥ: This part proposes the conclusion of the thesis. First, as for the team performance appraisal is different from the additional performance appraisal based on department, the R&D project team performance appraisal system in high-tech enterprises should access the individual in the basis of accessing the team. Secondly, because accessing R&D project team in high-tech enterprises is a complicated process, it should take the Contingent factors into account. Thirdly, in the performance appraisal, it should always insist strategy-oriented. Fourthly, the knowledge management index is important factors which make the appraisal design more comprehensive. In terms of choosing the appraiser, different index should choose the fitting appraiser.Different companies, different R&D project teams have different strategies, when structuring the performance appraisal system, every companies should choose appropriate performance appraisal system according to self condition. There are still some deficiencies in this thesis, such as the indexes are a little excessive and the calculation is complex, which lead to the appraisal workload is big and increase management cost. Further more, some knowledge management indexes are hard to design, which need more research.The author expects that this article can supply R&D project team appraisal system of high-tech enterprises in our country with some helpful thought and detailed reference.
