Research On Assessment Models For Impacts Of Tiered Price On Ecomonic Benefit Of Power Supply Enterprise

With China’s rapid economic development, resident’s income rose perceptibly. Different income residents also show different demand in electricity consumption. The price of our residential electricity has been at a low level but the electricity supply cost of residential customers is relatively high. For high-income groups, the current electricity price is not enough to urge energy saving. This caused a lot of energy waste and increase the country’s electricity load, but also increased the power plants and power supply enterprise pressure. The implementation of the tiered pricing for electricity is the inevitable requirement of China’s economic development. The tiered pricing for electricity reflects the scarcity of power resources, play a guiding role in rational use of electricity, and promoting social fairness to some extent. China from July1,2012, tiered pricing for electricity is implementated in the nationwide. As the tiered pricing for electricity improve the consumption level, resident electricity consumption growth is likely to slow, it is possible to reduce the sale of power supply enterprise income levels. These uncertainties increased the difficulty of the operation of power supply enterprise, and will impact future power supply.In this paper, the implementation of the tiered pricing for electricity were analyzed in foreign countries and domestic provinces. Secondly, the economic factors affecting power supply companies were analyzed. Changes in power supply enterprise’s economic benefit are a common result of changes in electricity sales revenue and the cost of electricity supply. It is necessary to considerate from cost-benefit aspects to conduct a more accurate assessment of economic benefits charges of the power supply enterprise. Then, on the basis of analysis of utility theory and product attributes of electricity, assuming electricity as an ordinary commodity to analysis the changes of resident electricity demand under tiered pricing for electricity and then qualitative analysis the electricity sales revenue and the cost of electricity supply. Finally, utility theory will be introduced to the prediction of residents electricity demand. Resident electricity consumers will be divided into four levels according to the annual income level. Establish a prediction model of resident electricity demand under the policy of tiered pricing for electricity based on utility theory with constraint of different families of consumer budget level. As the basis of the prediction model, economic benefit changes of the power supply enterprises were analyzed quantitatively. Use the model proposed by this paper to assement the charges of power supply enterprise in city A under the tiered pricing for electricity policy and sensitivity analysis.
