As the basic energy of China, Coal is referred as the "industrial blood", and it occupies a very important position in China’s energy structure over a long period of time. Under the pattern of coal-dominated energy consumption, there are many problems in long-distance and large-capacity coal logistics, such as high cost, large pollution and loss, single service problem and so on. Now, the questions of how to solve the existing problems of the coal logistics and how to organize an effective coal logistics have got people’s attention gradually. Therefore, under the premise of our country’s environmental and energy policies, in order to guarantee the smooth supply of energy and promote sustainable development of the coal industry, it’s necessary to coal enterprises to build the appropriate distribution center.The paper takes the location evaluation problem of distribution center in coal enterprises as the research object. The paper mainly introduces the analysis method of coal distribution center location, and puts forward a location evaluation model of coal distribution center which is based on AHP and TOPS1S method. This paper points out that the location evaluation of coal distribution center should follow the principle of economy, adaptability, dynamic, coordination and people-oriented. From the aspects of socio-economic, natural environment, business environment and infrastructure, the paper makes a detailed analysis on the main effect factors of coal distribution center location evaluation. Meanwhile, the paper describes the selection process of coal distribution center in detail, and then analyzes the economic and feasibility of the coal distribution center schemes. In order to solve the coal distribution center location evaluation problem effectively, based on the comprehensive analysis of the coal distribution center location evaluation principle, factors and process, the paper proposes a method which combined expert scoring method, AHP method and TOPS1S method together. Firstly, constructs the evaluation index system of coal distribution center location, and the weight of each index can be determined by using AHP. Secondly, calculates the distance between each coal distribution center location schemes and the ideal or negative solutions through TOPSIS method. At last, the best location can be selected by comparing the similar degree of each coal distribution center location schemes. The proposed method which is based on AHP and TOPSIS has largely achieved a combination of qualitative and quantitative flexible decision-making. The proposed analysis method and evaluation model are applied to the selection process of A coal enterprise, tests the feasibility and scientificity of the method.
