As everyone knows,―Food is human’s God‖. In daily life, food safety has become thefocus to the public, and any problems about food safety will lead to nervousness. It is veryimminent to guarantee food safety and prevent food metamorphism in the process oftransportation, production and sales. In recent years, the Chinese government attaches greatimportance to cold chain logistics development, promulgating―The logistics industryrestructuring and revitalization plan‖―the cold chain logistics development planning foragricultural‖and other guidance documents, which provides a solid foundation and gooddevelopment environment for the development of cold chain logistics. However, cold chainlogistics industry started relatively later in China and is in a mess now, such as the lack of aunified industry standard, poor infrastructure, unreasonable layout and so on. Based onmathematical modeling methods and intelligent algorithms, the decision making for coldchain distribution centers will be more reasonable, improving overall competitiveness.Based on the methods of mathematical modeling, model analysis, comparative analysismethods and intelligent algorithm, this paper proposes a new practical and feasible method,which is suitable for cold chain logistics enterprise to decide distribution center location.Firstly, this paper introduces the present situation of domestic cold chain logistics, reviewsthe developing course of location problem; Secondly, based on the analyses of literatures,the paper constructed an impact indicator system on the cold chain distribution centerlocation, then empower the indicators; Thirdly, drawing lessons from Steiner point ideology,the paper established a cold chain logistics distribution center location model, then apply theimproved plant growth simulation algorithm(PGSA) to solve the model; Finally, verified thevalidity of the model through an instance, providing a realistic approach for cold chainlogistics facility location. The main research conclusions are as follows:(1) constructed an impact indicator system on the cold chain distribution centerlocation through application literature analyses and identified traffic conditions> investmentEnvironment> market size> natural environment standards, then used G1-law subjective―differential drive‖entropy method to empower the indicators.(2) combined with the finite element ideas, the paper established the mathematicalmodel for the location of the cold chain. Based on the improved PGSA, the paper shortenedthe program’s running time and improved the operation efficiency significantly.(3)combined with the cold chain project background of Jiangsu HUIHONGinternational group, the paper demonstrated the effectiveness of the model. Final location isvery close to the simulation one.As a potential profit growth point, cold chain logistics is still in its infancy, whichneeds the joint efforts and continuously explore of the whole society and enterprise circles.
