As a major nation of producing and trading aquatic products, China has maintained thesteady growth of aquatic products export in its total foreign trade since joining WTO, whichhas promoted the development of its economy greatly. United Nations, one of China’s majorexporters in aquatic products, plays an important role in China’s aquatic products export.From2002to2012, China’s value of trade of aquatic products exported to US has raised from810million to2,950million dollars, showing large increase and rapid momentum. However,because of various food safety problems in recent years, great attention has been paid in foodsafety and health of human, animals and plants across the world. The Agreement on theSanitary and Phytosanitary Measures (hereinafter referred to as SPS), approved in UruguayRound, provided strong guarantee for formulation and implement of food safety standard inevery country. With the reasonable purpose of keeping health of human, animals and plants,standards of food security have been improved by governments according to SPS.Nevertheless, new type of trade protectionism was resulted in this process, especially indeveloped countries like US. By advantage in areas such as technology and administration,they keep renewing and improving standard of technical regulations, so that the domesticindustry and local market are protected while SPS is intensified, which has badly affected thefairness in international trade.As for US, SPS has always been its essential method of trade protection in aquaticproducts. In recent years, notifications of SPS from US in aquatic products keep increasing,and relevant standard limits, technical regulations, and conformity assessment procedures arerenewed and completed increasingly. All of these made it much more difficult for China todevelop its export in aquatic products. Then, in more details, which aspects of China’s aquaticmarket have been affected by SPS from US? How much has the market been affected? Andhow can we deal with these effects? That is what we would discuss here in this paper.Guided by principles of joining theory with practice and of qualitative with quantitativeanalysis, the effects that SPS from US have on China’s aquatic products will be researchedhere aided by relevant articles and data collected. In the first part, brief description as well asrelated theory and of SPS would be provided. Then, according to the notifications of SPSfrom US and data of limited export products in aquatic market, and also to the basicinformation of aquatic trade between China and US, effects that SPS may have on aquaticproducts of China exported to US would be researched quantitatively with the aid of SPSbarrier coefficient as quantitative index, and qualitatively with the aid of multiple linearregression model and trade gravity model. According to the inspection result, SPS from UShas made negative effect on China’s export of aquatic products in practical trade. On one hand,the raising price of China’s aquatic products has resulted in its lower competitiveness inexport market of aquatic products through the world. On the other hand, the limited scale ofChina’s aquatic products and higher risk of trade friction under this circumstance has resultedin rather big trade barrier in the sound development of China’s aquatic products exported toUS. In the last part, specific suggestions would be offered to deal with SPS from US in aquatic products export of China. Based on theoretical and practical analysis, theestablishment and completion of macro-management in quality of aquatic products, theimprovement of coordination abilities among government, industries and enterprises, and theinnovation of qualifying aquatic products, are advised in consideration of measures of“positive precaution before the event”,“coordinative cooperation in the event”, and“technological innovation after the event”.In this paper, by taking US as the specific country and aquatic market as the specificfiled, influential effects of SPS are analyzed and researched, through which generalinformation that is valuable for China’s sustainable development in international trade, isconcluded as reference.
