With the importance of food quality safety, health and environment protection and pressure with opening the agriculture market growing bigger and bigger, Japan improves the agricultural products marketing access and raises the technical barriers. "Positive List System" (PLS), implemented by Japanese government on 29th May 2006, is said to be the world'strictest standards of pesticides residue limits. This system sets 53864 limit standards to 799 kinds of agro-veterinary medicine, almost covering all agro-veterinary medicine. Its standards are strict and it makes lots of negative effects to China's export of aquatic products to Japan.After more than three years'implement of "Positive List System", the negative effects to the export of aquatic products to Japan begin to show distinctly, especially to fresh and chilled fish and prepared fish products. Chosing eel as representative product which is high risk and using Eviews software to do quantitative analysis, the case-study of eel indicates that PLS has obvious negative impacts on quantity of Chinese eel exported to Japan by 338.089 units without season and other factors."Positive List System"also has negative effects on the international competitiveness of China' aquatic products:incresed testing Items and strict EMRLs need much advanced technology, price advantages are missing because of the increasing export cost. It also has negative impacts on exporters related upriver industries, even the whole industry chain.; increase the uncertainty risks of aquatic products export enterprises and block expanding international markets. In the long run, "Positive List System" fits to sustainable development because it can protect its foods quality safety, lives health and environment on the surface, but its essence is still to protect its agriculture development. As a technical barrier of marketing admittance, it has a long way to go. Joint efforts should be made by the government, guilds and enterprises to decrease the negative effects of PLS. Government should set up system of internationalized standards of pesticide residue limits and uniform supervisory and control system to reduce the different from developed countries; enhance the supervision and administration to aquatic products and the capability of inspection institutions; improve the support of technical research for reduce pesticides vestigital and it also should be positive to join bilateral and multilateral negotiations. Guilds should assist government to collect information, do research and negotiation, as well as enhance communication and guidance to enterprises. Aquatic enterprises should enhance aquatic products quality safety consciousness and headstream administration; put on records in the database and enhance self-checking and controlling; making international brand to break through the "Positive List System".
