Evaluation And Research On Competitiveness Of Hi-tech Industrial Development Zones From The Perspective Of Industrial Cluster

At the present stage our country economy is in an important period of adjustment, a lot of the environmental factors have changed. Our country economy face many difficulties. Economic growth have slowed sharply, the enterprise profits are lower, operating income has reduced, the management is difficulty. Nowadays with the development of economy, China's labor costs are rising, environmental damage costs also are increasing dramatically, the low-cost economy passed out of existence. Most enterprise's products have no market, such as steel industry overcapacity serious, enterprises are facing the adjustment. Enterprise's managements are difficulties, which employment is low level. In this case, the developments of hi-tech industrial development zones are important, they can drive the development of the surrounding area.Since "silicon valley" was set up, more and more countries pay attention to this emerging industry cluster model. In nearly 20 years, our country has also set up many hi-tech industrial development zones. There are 114 national hi-tech industrial development zones, provincial hi-tech industrial development zones are numerous. Over the years, the hi-tech industrial development zones of our country has become the most important growth pole in economic development. The hi-tech industrial development zones gather innovation resources, their innovation abilities are improved significantly, and more and more outstanding talent gather there. To adjust the industrial structure in our country, increase the value of traditional science and technology products, realize the development strategy of innovation driving, the hi-tech industrial development zones have important roles. Compared with foreign excellent hi-tech industrial development zones, the high-tech industry cluster in the hi-tech industrial development zones of our country have a lot of deficiencies, and high-tech developments in our country are not balanced.According to the current national condition, I hope to design a set of index system to the comprehensive evaluation of the competitiveness of the hi-tech industrial development zones in China, we will know the competitive advantages and disadvantages of different regions of the hi-tech industrial development zones, and I put forward optimization approach. Standing in the perspective of industrial cluster to analyze the competitiveness of the hi-tech industrial development zones, it can be found that the industrial cluster has a very important role in learning and innovation. The perspective of industrial cluster to study the competitiveness of the hi-tech industrial development zones is a new theoretical exploration for the future development of the hi-tech industrial development zones.Based on the theories of industrial cluster and the competitiveness of hi-tech industrial development zones, this paper analyzes the industrial cluster and the competitiveness of hi-tech industrial development zones relation mechanism. On the basis of the hi-tech industrial development zones competitiveness' s elements, this paper build four evaluation indexes of the criteria layer. These indexes are the technology innovation ability evaluation index, the cluster competitiveness evaluation index, transaction efficiency evaluation index, sustainable development ability evaluation index. Then according to the criteria layer, this paper select 26 evaluation indexes.This paper use the factor analysis and cluster analysis to analyze the competitiveness of the 57 country hi-tech industrial development zones, do digital ranking and classifying for the hi-tech industrial development zones competitiveness.The empirical results show that most of the hi-tech industrial development zones' competitiveness of our country are weak at present, their innovation abilities are low, industrial cluster is in lower-end. Thus we can take a series of measures to promote scientific and technological innovation ability, industry cluster competitiveness, sustainable development ability, improve the efficiency of transactions, and then we can increase the competitiveness of the hi-tech industrial development zones.
