Although Small and medium-sized enterprises are the main force of economic development in Northeast China, for various reasons, enterprise in achieving low-carbon development, assume the low carbon social responsibility will face all kinds of pressures, which seriously hampers the Northeast’s SMEs carry out their responsibility to increase the local low-carbon level.
