Study On The Problems Of The New Rural Social Endowment Insurance Pilot

The rural social security in China is not only an important part of national social security system, but also the key for solving for the "The three rural issues" and the key of achieving the integration of urban and rural area. For the construction of the new rural area, in2009the national new rural endowment insurance reform guidance issued, some counties and cities were selected as the first areas. Jilin Province, which is identified as a pilot city in2009, had made a series of achievements, but there are some problems in the process of reforming. Based on the actual situation of the new rural social endowment insurance, this paper analyzes the existing problems in the present system and draw lessons from foreign successful experience to put forward the new rural endowment insurance system in Jilin Province, in order to provide the theory basis and policy reference for Chinese new rural social pension insurance system.This paper is divided into five parts. The first part is the literature review, teasing domestic and foreign rural pension insurance theory, which lays a theoretical foundation for the later research. The second part is on the macro level to analyze Jilin Province’s new rural endowment insurance reforming on the macro level, including the rural social endowment insurance, the evolution of new rural insurance system requirements, experiences of selected city as well as the Jilin Province new rural pension insurance system in the problem of existence. The third part from the micro level analyses the factors which influence the development of rural endowment insurance in Jilin Province, including four aspects of economic, social and legal. The fourth part gives some successful experience at home and abroad. The last part is countermeasure and suggestion to put forward some ideas for the rural endowment insurance in Jilin Province.
