The New Rural Social Pension Insurance Research In Hunan Province

The new rural social pension insurance is a major initiative what our party carry out in order to stick to the "people-oriented" and strive to build a harmonious society and it is an innovative work what party central committee actively carry out in order to improve people’s livelihood. Official start of the new agricultural insurance pilot work was in2009and the new agricultural insurance pilot work has been carried out more than three years. Hunan Province is a typical populous province and a major agricultural province, the population is facing a serious problem of aging, the implementation of the new rumor social endowment insurance policy is not only necessary, but entirely possible. Therefore, ti is the unanimous request of the leaders at all levels in Hunan and the broad masses of peasants to carry on the new rural social endowment insurance work, and then comprehensively to spread the new rumor social endowment insurance policy.This paper took the pilot implementation work of new fa rmer’s insurance in Lengshuijiang as an example, took113r ural residents in four towns under the jurisdiction of the city as the survey and used a combination of survey and int erview research for the related research and analysis on th e status of implementation of the new rural endowment insur ance pilot to try to explore the problem in the pilot proce ss and put forward sound recommendations and explore the ex perience and the beneficial practices in the course of the work to promote a new farmer’s insurance in Lengshuijiang t o expect that there is some reference on the implementation of the new farmer’s insurance in Hunan Province and even C hina’s underdeveloped areas in central.This article is divided into five chapters to discuss,f ollowed by the introduction related to the definition and the theoretical perspective、the institutional design of the new rural social pension insurance in Hunan Province、The work of Lengshuijiang new rural social pension insurance implementation and the survey analysis、improve the Hunan Province the recommendations of the new rural social pension insurance. we find many problems such as farmers lack of un derstanding on new farmer’s insurance policy, low insured d egree, low fee number, low social security level, farmers1ack of confidence in the new farmer’s insurance, low new fa rmer’s insurance handling personnel level and the lack of e xperience, difficulty of implementing collective subsidies, the bad feeling of the farmers on the new farmer’s insuran ce policy and so on. In this regard, I propose the followin g:improving and optimizing the publicity means to make the new farmer’s insurance policy to be more accepted by the m asses of peasants; continuing to strengthen and consolidate the traditional family pension function, promoting the org anic combination of family pension and old-age insurance wo rk to achieve the national co-ordination as soon as possibl e, improving the confidence of the province’s farmers in th e new farmer’s insurance policy. To accelerate the pace of new rural construction, to achieve the integration of urban and rural social insurance; strengthen the construction of the new rural social pension insurance workforce, improve the quality of management services.
