Management has become very critical for the modern enterprises to win competitive edge and performance management is an important tool in modern human resource management in nowadays. Therefore, by applying modern and advanced performance management system and to mobilize the employees’enthusiasm and establish a complete, effective and scientific performance management system is a necessary research object in modern enterprise management.Firstly, the paper describe research background and significance, and according to the logic of the mainline process, explores the theoretical basis of performance management, analysis of existing problems of company C, and proposed by the Balanced Score Card (BSC) to build a performance management system of company C for middle managers.For the successful implementation of the performance management system, company C re-adjust the functions of the responsibilities of the organization, to develop the implementation of appropriate performance management system, monitoring, counseling, improving processes.Through the study of the theory of performance management, as well as the actual work of building company C performance management system, the author believes that the performance management system is a systematic work, the work must be based on organizational strategic goals. It must be properly used for performance evaluation results and key performance indicators to assess the timely adjustments,So as to allow effective performance management services in organizational development, enhance the performance levels of the organization and its members to ensure the development of the organization.
