Human survival and development of land is the most precious resource, a variety of human activities in space vector; and rational use of land resour ces is the key to solving PRED (between population, resources, environmen t and development issues) dilemma lies. Since the reform and opening up, t he changing face of our society, rapid economic growth, industrialization, urbanization continues to accelerate, the continuous expansion of urban space, resulting in various types of land were shown our tensions. Human obtain economic benefits through the development and construction of desire and ar able land, especially basic farmland protection contradiction between the incre asingly acute scarcity of land and more difficult to change the trend, couple d with extensive land use, limited capacity and self-purification capacity of t he environment has become bottleneck constraints to achieve the goals of sust ainable development. In the strategic themes of sustainable development, the conservation and intensive land use is an inevitable choice of China’s basic n ational conditions, is the only way to break the bottleneck of resources, an d achieve savings of intensive land use, the most important means time for land-use zoning, promote the optimization of land resources configuration.First, analysis techniques to study the ocean town to prevent the number of land use structure, spatial structure and temporal structure to use dynamic landscape analysis and GIS spatial index. The use of land-use diversity, de gree, a combination of the type, concentration and location analysis to build the index number of the structural model of land use, land-use quantity tow n on the ocean structure Research; take advantage of the index, separation i ndex, fractal dimension, fragmentation index index of landscape ecology esta blish land use spatial structure model for the study of land use spatial structu re of the ocean town; dynamic analysis model was constructed using space i nto a land of absolute space and time rate of change of the relative rate of c hange of the two angles, analysis2005-2010changes in the spatial structu re of the ocean town land useSecond, build land use spatial optimization model. Land use spatial opt imization model is mainly composed of two parts:First, the administrative d istrict land use model, and second, land remediation optimization model. In self-organizing map neural network clustering analysis tools for the analysis of the aid MATLAB programming platform, from land use, economic develo pment, ecological protection index system includes three aspects to build18indicators divided into the ocean town construction and development, ecologi cal control area, the agricultural economic zone three partitions, and to determ ine the positioning of the three different development regions. Depending on the nature of the three regions with the aid of rural land remediation way fr om geological disasters, the slope transform farmland, scattered settlements, in line with the overall land use planning and local policies require changes to other aspects of the slope, depending on the positioning of the three partiti ons land use spatial layout optimization ocean townFinally, the optimization results were compared with the status quo, fro m the comparative analysis of the amount of land use structure before and af ter optimization, confirming the status of the ocean town land use in the opt imization of the number of structures has been improved; from the comparis on before and after optimization of land use spatial structure analysis confirm ed the oceans Status town land use spatial structure has been improved after the optimization...
