Study On Social Securities Of Land-losing Peasants-evidence From Gao Gou Towm Of Lian Shui County

For thousands of years,farmers of china rely on land to live,Land is not only the means of production for them but also an indispensable source of income and life,However,with the speeding up of urbanization process,More and more land is used for urban construction and industrial development,farmers have to leave the land they have been attached,and become landless peasants.With the increasing demand for land,The group of landless peasants is growing,Accompanying social issues are becoming increasingly prominent,They are faced with the embarrassed situation of having no farming land,having no job and having no minimal assurance",As well as pension and other social security issues.Although our country made a lot of effort in this regard recently,Rural social security system is constantly improving,But there is still a considerable number of landless peasants,their social security issues can not be resolved.Landless peasants made a great contribution for the development of urbanization,They should enjoy the fruits of development,But in reality,Due to various factors,the standard of compensation is low,the scope of compensation is narrow,and the way of resettlement is simply,their living conditions is worrying.This paper studies the social security problem of landless peasants in Gao Gou towm,using actual survey,comparative analysis,historical analysis,comparative reference method,combined with successful practices at home and abroad,For the countermeasure of the problem that land-lost farmers of the Gao Gou town who lack of social security、ownership of land rights and interests of the loss、"Public interest" blurred、did not implement "First place after the land expropriation policy"、simplicity Settlement method、substandard of the compensations、low security level、reemployment contradiction。We suggest that under the think that of the problems such as nonstandard government land expropriation process it is recommended to adjust measures to local conditions,low level,government leading and responsibility sharing,the principle of unification of efficiency and fairness,under the total way of thinking of further perfecting the system of land-lost farmers’ land security,regulating land expropriation procedure,perfect the social security channel,promote employment and development of land-lost farmers,strengthening social supervision.We hope providing a feasibly reference for Gao Gou government to solve the problem of landless peasants.This paper consists of five parts:The first chapter is an introduction;The second chapter is the Current Situation of Landless farmers’ Social Security in Gao Gou towm;The third Chapter is the problems and cause Analysis of landless peasants social security in Gao Gou towm;The fourth Chapter is to describe the experience and enlightenment to solve the social security problem of landless peasants at home and abroad;The fifth Chapter is the main countermeasures of landless farmers’ social security system in Lianshui County;and the last chapter is summarizes.
