Study On The Compilation Of Comprehensive Land Renovation Planning For Township

The report of the 19th CPC national congress put forward the strategy of Rural Revitalization.In order to carry out the spirit of the 19th CPC national congress,the government of Zhejiang proposed to carry out "Comprehensive Land Consolidation in the whole region".The "Comprehensive Land Consolidation in the whole region�has been recognized by the CPC.In March 2018,the CPC issued the plan of reforming the CPC and state institutions.Since then,extensive discussions and in-depth exploration have been carried out around the compilation of territorial spatial planning.The compilation of territorial spatial planning has been started in Zhejiang and some other places,while the system of territorial spatial planning has not been perfected yet.As a special land use planning,existing land consolidation planning lacks township level,meanwhile,it is lack of comprehensive consideration and difficult to implement.Since that,it is difficult to guide the current comprehensive regulation of land in the whole region.Therefore,based on the requirement and trend of the reform of the spatial planning system,this study adapted to the demand of scientific planning for the comprehensive land consolidation work in the whole region,combined with the current land consolidation plan,studied the basic theory research and the practice of planning program formulation,explored the ideas and methods of the comprehensive land consolidation plan formulation in the whole region of villages and towns.It provides a reference for the formulation of comprehensive land consolidation planning at Township.This study could be divided into two parts:The first part of the study is theoretical research and method discussion.Combing the basic theories of comprehensive land remediation,related concepts and research progress across the word,the study explored the ideas and methods for the preparation of comprehensive land improvement planning.1.Based on the general rules of programming,the study determined the process of compiling comprehensive land consolidation planning for townships.Firstly,carry out relevant basic research.Secondly,confirm the planning for Comprehensive Land Consolidation in the whole region.Thirdly,formulate relevant policies to guarantee the implementation of the programming.2.Based on the summarize of potential measurement method,a set of calculation methods for potential of agricultural land consolidation and construction land consolidation based on the combination of geospatial analysis and field investigation have been put forward.3.By the fully research,the study determined the main contents of the comprehensive land remediation plan for towns and townships,including the development strategy and spatial layout,determination of "Ecology,Production and Living Space" and optimization of village system,ecological environment renovation and restoration scheme,agricultural land renovation planning scheme,village renovation planning scheme,industrial layout and precise guarantee scheme,infrastructure land renovation planning scheme,key project arrangement and effectiveness analysis.The second part is a specific case.Based on the study,complete Mao yang Township Comprehensive Land Renovation Programming.It provides precise land guarantee for realizing the whole-region tourism in Mao yang township,leads the comprehensive land improvement work of the whole-region in Mao yang township,and promotes the revitalization of towns and villages.The construction of information management platform was also proposed.
