Food is the paramount necessity of the people and land is the basic of agriculture. According to the latest data shows Chinese cultivated land area of1.837billion mu, the world has1.36911billion hectares,2010, China’s population of1.37billion, the world population is6.909billion. This means she brings up nearly20percent people around the world with the only7percent land.Land is dramatically the basic for people. Limited by the level of productive forces and understanding, there must be many unreasonable using and destroy in the long history of human’ land using. Meanwhile, land resources is extremely scarce, which mean we cannot use land as we like. Under such a circumstance, land comprehensive improvement is imperative.Land comprehensive improvement aimed to enhance efficiency of land using, developing country economic, improving husbandmen’s life, ameliorating ecological environment and balancing urban and rural development.Evaluating land comprehensive improvement mean estimating economic efficiency, society efficiency and ecological efficiency brought by land comprehensive improvement, in order to provide basis for evaluating the outcome. This is of course significant for increasing the outcome of land comprehensive improvement, making the land comprehensive improvement project more scientific and more reasonable, providing technological guidance for land comprehensive improvement.This research aims to structure an analytical system on land comprehensive improvement. Through analytic the weight of every index, forecasting the effect of land comprehensive improvement. Providing guidance for the designing and planning of land comprehensive improvement before the project.At present, there are many theories on the effect of land comprehensive improvement. However, most part of the theories have the weakness that they all limited to one or two methods. This paper analytic every methods, take the essence and discard the dregs, structure an analytical system on land comprehensive improvement. Trying to avoid the not intellective behaviour and avoid waste resource.This paper choose Analytic Hierarchy Process (AHP)、the Delphi method、 Experience value method to structure the analytic system. Choose Fuzzy analysis method、Analytic Hierarchy Process to evaluate index. On the basis of theory research, we will do a empirical analysis. From the point of qualitative and quantitative analysis on the comprehensive effect, comparing the results of the analysis and the project’s actual benefit, to verify the correctness and feasibility of the comprehensive evaluate index system.This research’s theoretical foundation make up by the connotation, theories and principles of land comprehensive improvement. Besides it also conclude the theories, elements which affect it, methods be used to evaluate it. The analytical hierarchy process(AHP) therein is the main method used to construct index system in the paper, combining with the Delphi method and experience value method to determine the influence factors’ weight. And Fuzzy analysis and Analytic Hierarchy Process analysis is to analyze each index. This study does a empirical analysis using the example of Wushan county, Chongqing.Through the comprehensive evaluation system construction and do the empirical analysis on Wushan county, Chongqing, we can come to the following conclusion:the result evaluated by the comprehensive evaluation system which is based on the Analytic hierarchy process, the Delphi method, Fuzzy analysis method on the land comprehensive improvement efficiency accord to the country’s actual efficiency. This method is correct and scientific, it can be used to guide the decision-making behavior before the implementation of the comprehensive improvement.
