ABSTRACT: Since the Steel Statistical is as high energy consumption and highpollution enterprise, the comprehensive utilization of solid scrap is the only way to build aresource-conserving and environmentally friendly society. The resources of SteelStatistical solid scrap, not only save energy and resources, but also reducingenvironmental pollution, have the good economic benefit, environmental benefit andsocial benefit. Evaluation of Steel Statistical solid scrap utilization efficiency, providemotive and basis for the further development of enterprises.Based on the analysis of the combination of theoretical and empirical perspective,mainly discuss is around utilization of Steel Statistical solid scrap and its benefits. Thedissertation consists of the four parts.The first part is the theoretical part. Solid scrap of Steel Statistical is summarized atfirst. Secondly, the theory of cyclic-economy, including its concept, principle, realizationform and the development of China are learned. On the basis of the theory of circulareconomy, we raise the utilization theory, and analyze present situation of the recycling usein our country, and then find out the existing problems.The second part is the part of resource utilization for solid scrap. From theperspective of management, combining new technologies and new achievements of theutilization, the utilization of the solid scrap such as barren tailings, steel slag, blast furnaceslag, iron dust slimes and so on, are summarized.The third part is the part of the evaluation model. Firstly, integrated impact of theresources utilization on economic, environmental, and social, an evaluation model isestablished. This model includes three parts such as the establishment of the evaluationindex system, using AHP to determine the index weight and the inspection. Secondly, weanalyze Baosteel, a typical iron and steel enterprises in China, as a case study. Based onthe idea of fuzzy statistical processing the collected data, we can get the corporation’sresource utilization efficiency by using the model, which can provide practical andfeasible measure basis on the development of solid waste recycling. At the same time, itraises the countermeasures for the future development.The fourth part is the conclusion part. The resources utilization for solid scrap andutilization benefit evaluation are summarized. Then the realization of the resourceutilization for the future is discussed, and improving methods deficiencies of the thesis isput forward.
