In twenty-first century, the company has stepped up the pace for going abroad. Thedevelopment road of internationalization has become the strategy option for petroleumconstruction enterprises of our country. Daqing Pipeline Enterprise who participate in thedevelopment and construction of overseas projects is increasing.But enterprises face thechallenge in human resource management in the process of internationalization. The existingexperience of human resource management is not be used for management practice onoverseas enterprises. When competing with other corporations, the company has beenexposed to the insufficient of the comprehensive talents,the low overall quality of employersand the low rate of localization employer. So a scientific and practical human resourcemanagement theory framework in overseas projects is of great importance for the company’seconomic development.The thesis is written in the background of the enterprises going aboard. Focus on how toimprove level of human resource management of overseas projects. In the process ofdiscussion, combining theory and practice to reach a conclusion.The thesis starts form humanresource management of overseas project of Daqing Pipeline Enterprise. Based on theexisting study on human resource management, analyze the circumstance and problems ofhuman resource management of overseas project of the company. Deeply analyze the reasonsand the results caused by these problems.According to the problems and overseas projectpractical situation,design the human resource management system of overseas projects ofDaqing Pipeline Enterprise based on the theories. Study on recruitment, cultivate, emolument,performance, incentive and career planing, and put forward a set of suitable model for humanresource management of overseas project. Finally, put forward measure of safeguard, such asincreasing capital and staff,building the standard and blue print for different links, and lettingemployees speak up fully. Hope the system will help to play the ability of employeesmaximum and give full play to people’s initiative, improve the operating efficiency of theproject, and to achieve a win-win situation between enterprises and employees.
