Consisting of introduction, case study, relevant theories, case analysis and conclusion, this paper is to analyze the conflict between internal management and value maximization of HR in Company A and put forward methods of solving related problems.The introduction contains research background, research purpose and scope, and the structure of this paper.The case part introduces the background, HR, organizational structure, project flow, cost control, company culture and company systems relevant to HR in Company A.The relevant theory briefly introduces basic concepts, definition and principles of project management and HR as the theoretical basis of further case analysis. The case analysis points out the existing problems in HR and identify the factors affecting HR composition that is lack of strategic thinking, strong leadership, and powerful management and company culture. Then based on the problems in organization structure, placement of posts, valuation, inspiration factors and workload assessment in HR, this paper states that HR should be disposed from strategic layout and built on the purpose of making profit based on performance. Finally this paper points out measures to set appointing standards of project principals and nurture the sense of value view to match company HR composition.The last part summarizes the conclusion of case analysis, that is, HR is the key factor for the development of knowledge-based companies and HR composition should be based on the demands of company operation and for the project companies, HR should solve personnel management problem caused by project organizational structure in order to realize the double win of company profit and employees development.
