Risk &cost control of multi-project is becoming an important research subject in overseas business management for state-owned large oil enterprises due to its important role in overseas project practice and practical significance to project management.It is aneffective solving direction to research on risk & cost control of multi-project by starting with optimizing allocation of human resources that is the most active and potential resource of an enterprise.The multi-project management problems facing the company A in its overseas business development have strong representation. Therefore, taking the company A as an example, this paper did researchon the overseas human resources allocation and management of multi-project, through analyzing problems & their reasons anddesigning solution.This paper collected large number of overseas project cases by using methods of bibliography retrieval, questionnaire investigation, and special interview. Based on data statistics and typical case analysis, this paper summarized two main problems of the overseas projects development for company A, that are human resource shortage and very unreasonable human resources allocation.The reasons causing the problems are unsound overseas project management system, imperfect incentive mechanism for overseas project personnel, and not high enough transnational human resource management level. By use ofbalanced score card method and other management tools, this paper researched and designed the best solution to optimizing overseas project human resource allocation, i.e. project classification management method. This method could better solve the conflict between sharp increasing needs for overseas project management and critical shortage of management human resources, improve level of overseas human resource management, and ensure both smooth development of overseas projects and maximization of overall economic benefit. On the basis of analyzing focus and difficulties in implementing project classification management method,this paper presented implementation strategy from aspects of establishing implementation group, first pilot then promotion, and establishing incentive mechanism so as to make the method more feasible and operable in practice. According to the feedback from both Company A’s headquarter managers and overseas project management personnel after their examination and evaluation of the above solution, this paper concludes that the solution proposed fits in actual overseas project situation for Company A, and can better solve the problems of overseas project human resource allocation and management for Company A, and also can be implemented and promoted in Company’s overseas project practice. In addition, the solution is expected to achieve its objective due to its good feasibility and operability.Hope the research findings of this paper can provide useful and helpful reference for other large state-owned oil enterprises, even other types of state-owned energy enterprises that might benefit from this research finding.
