The Study Of Influencing Factors On Homestead Exit-mechanism

Homestead Exit-Mechanism related to China’s urbanization. Under thebackground of new-type urbanization, building a reasonable and effectiveexit-mechanism is a realistic subject faced by regional government who is responsiblefor the development of local economy. Homestead Exit-Mechanism refers to thechange of original institution arrangement in which the homestead is free for farmerin rural country, reverting farmers’ homestead to the Government and providingresettlement and compensation for farmers. Constructing a reasonable homesteadexit-mechanism is good to the intensification of land using, equalization of publicinfrastructure and peasants’ citizenship, which is also a important part of new-typeurbanization.This article is inducted by the related theory of homestead. On the basis ofexisting study about homestead exit-mechanism, it treats the practice of YaoZhuangand LiAo in ZheJiang province as the subjects of study. What’s more, by the means ofliterature review, case study and comparative analysis, it attempts to achieve thefollowing research purpose:1.Regard YaoZhuang and LiAo’s homesteadexit-mechanism as cases, analyzing the background of the mechanism and how theoperation path shapes, what kind of results were obtained and the issues of themechanism. Then finding out the similarities and differences between these twosubjects by comparing and try to explain the reasons that lead the differences comeout in the sense of political economic and social environment. The purpose is to findthe relationship between the conditions and the exit-mechanism.2.Based on theanalyzing of the cases, this article try to point out the problems of this twoexit-mechanism, then provide appropriate solutions which adapt to local realities. Comparative analysis of the cases and finding out the reasons of the differences,then point out the problems of the exit-mechanism and directions of the future workare the main innovations lie in this article. As follows is the logic: put forward clearproblems by literature reviewing, then to understand and analyze problems throughcase studies, at last, solve problems or to ask new questions on reference of the relatedtheory and practice study.Nowadays, China’s homestead exit practice focused on countries that nearby thecoastal rich areas or around the city outskirts. The higher value of the homestead inthis area provides a financial support for the farmers. According to the study, China’scurrent homestead exit-mechanism is not completely. Government is the dominantparty in this mechanism. So, there are some disadvantages in today’s homesteadexit-mechanism, such as harming the interests of farmers, lacking long-term planningand the pursuit of short-term benefits. These disadvantages not only caused a lot ofresources wasting but also lead the intensification of social contradictions. Therefore,in the coming period of China which the urbanization is one of the dominant thing,how to building a reasonable and effective exit-mechanism is very important for thescholars.
